DNA Combat Systems Engineering (CSE)

Background
This is a SOURCES SOUGHT / MARKET RESEARCH notice to request information for Government planning purposes only. The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity (DNA) is seeking qualified and capable potential vendors. The requirement is for support to NSWCDD DNA in the delivery and sustainment of Combat Systems, ranging from unit level combat systems to operational level Command, Control, Communications, Computers, Combat Systems, Cybersecurity, Intelligence, Surveillance, and Reconnaissance (C6ISR). The Contractor shall provide System Engineering, Software Engineering, Integration Engineering, Hardware Engineering, Configuration Management, Integrated Product Support, Lab Support, Material Management, and Cybersecurity Engineering.

Work Details
The Contractor shall provide support for Combat Systems that range from unit level combat systems such as Sensor Distribution Systems (SDS), Ship Self Defense System (SSDS), AEGIS, ZUMWALT, Integrated Combat System (ICS) and any future Combat Systems to operational level Command, Control, Communications, Computers, Combat Systems, Cybersecurity, Intelligence, Surveillance, and Reconnaissance (C6ISR). This includes System Engineering activities such as developing technical approaches and plans that support the Stakeholder’s desired capabilities; Software Engineering development and support services including software testing and debugging between software applications and actual physical hardware interactions; Integration Engineering support for formal and informal Systems Engineering Technical Reviews (SETRs) and Technical Interchange Meetings (TIMs); Hardware Engineering participation in the design and development of circuit designs and Printed Circuit Boards (PCB)’s; as well as Configuration Management requirements for Defense Contractors.

Period of Performance
The resultant contract will have a five (5) year ordering period with a total of 451,400 hours of technical support needed over this period. A work year is defined as 1,920 hours per Labor Category.

Place of Performance
Work is to be primarily performed at the contractor’s facility/support locations or at the contractor’s facility. The Government reserves the right to make NSWCDD DNA Government spaces available to contractor personnel depending on agency needs.
