Purchase Agency: Defense Logistics Agency (DLA)
Purpose: The DLA is seeking a non-personal services contract to conduct a Vehicle Allocation Methodology (VAM) study of its non-tactical vehicle (NTV) fleet. The purpose of the study is to recommend an optimal fleet profile that meets DLA mission requirements while complying with federal regulations and directives. Additionally, the contractor will update the DLA Fleet Management Plan (FMP).
Work to be Acquired: The contractor will provide all necessary personnel, equipment, supplies, and services to perform the VAM study. This includes establishing a baseline fleet inventory profile, developing vehicle utilization criteria, conducting an NTV utilization survey, and recommending the optimal fleet profile. The contractor will also provide monthly progress reports and deliver the final FMP and VAM Reporting Tool.
Timeframe: The period of performance for this contract is 270 days from contract award, with all tasks expected to be completed by January 2022.
Place of Performance/Delivery: The work will be performed at various locations within the Continental United States (CONUS) and Outside the Continental United States (OCONUS), where DLA's NTV fleet is assigned.
Notable Information: The VAM study is required by federal regulations and GSA Bulletin B-43. The objective of the study is to determine the minimum number of correctly typed vehicles needed to achieve defined missions while prioritizing fuel efficiency and greenhouse gas emission reduction. The contractor will collect vehicle data through surveys and analyze it to recommend vehicle retention or reduction, as well as transportation alternatives such as public transportation or rental vehicles.
