Description

This project involves Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remediation Program support for Defense Logistics Agency (DLA) Tracy Site in accordance with the Federal Facilities Agreement (FFA) and previously-signed decisions documents. Efforts include groundwater extraction well and conveyance installation fieldwork and reporting; inactive monitoring well decommissioning; biovent well decommissioning; groundwater monitoring program optimization; groundwater treatment system operations and maintenance and optimization; land use control inspections; soil vapor extraction (SVE) system decommissioning; and completion of a five-year review. These efforts are to ensure containment and treatment of the groundwater plume while continuing optimization of installed treatment systems.

Background
The Defense Logistics Agency (DLA) is seeking support for the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) Remediation Program at the Tracy Site. This initiative is part of a broader effort to ensure compliance with the Federal Facilities Agreement (FFA) and previously signed decision documents.

The contract aims to optimize environmental restoration efforts at the site, which has been under the management of AECOM Technical Services since 2014.

Work Details
The contractor will be responsible for several key tasks including:
1. Groundwater extraction well and conveyance installation fieldwork and reporting.
2. Decommissioning of inactive monitoring wells.
3. Decommissioning of biovent wells.
4. Optimization of the groundwater monitoring program.
5. Operations, maintenance, and optimization of groundwater treatment systems.
6. Conducting land use control inspections.
7. Decommissioning of soil vapor extraction (SVE) systems.
8. Completion of a five-year review to ensure effective containment and treatment of the groundwater plume while optimizing installed treatment systems.
