Background
The Bureau of Reclamation, specifically the Central California Area Office of the California Great Basin Region, is issuing this solicitation for diving services at the Folsom Dam. The goal of the contract is to remove wood debris obstructing the Temperature Control Device (TCD) shutter panels, ensuring they can be lowered into the required configuration. This work is essential for maintaining operational efficiency and safety at the dam.

Work Details
The contractor will perform debris removal from the Folsom Unit 1 and Unit 2 trash rack structures. The debris has accumulated above the lower shutter sealing surface elevation of 284 feet, obstructing panel tracks and sealing surfaces. The contractor is required to:

1. Remove enough debris to stabilize the slope for proper clearing without causing further obstruction.
2. Utilize a decompression chamber on the dive barge to maximize diver time at depth (approximately 173 feet).
3. Transport removed debris to a designated location on the right side of the dam as coordinated with the Contracting Officer's Representative (COR).
4. Complete all services within 7 calendar days after receipt of the Purchase Order.

Period of Performance
Debris removal services must be completed within 7 calendar days after receipt of the Purchase Order.
