DISC Solicitation

The Missile Defense Agency (MDA) is issuing this solicitation to procure specialized support services for the Directorate for Test Instrumentation Support Contract (DISC) requirement. The contractor will operate and maintain multiple test instrumentation systems, provide mission execution services and ensure test instrumentation systems are 100% mission ready to collect, record and distribute data.

The release of this request for proposal (RFP) is not a commitment by the Government to award a contract. The Government will not pay any costs incurred by a potential Offeror as result of the posting of this RFP.

This acquisition business classification is a 100% small business set-aside using source selection procedures in FAR Part 15. The North American Industry Classification System (NAICS) code for this procurement is 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology).

The MDA anticipates a Small Business set aside competitive award of a single, Indefinite Delivery/Indefinite Quantity (ID/IQ), contract with Cost-Plus Award Fee (CPAF), Cost-Plus Incentive Fee (CPIF), and Cost Reimbursable Cost Only Contract Line Item Numbers (CLINs) for a base ordering period of five (5) years and five (5), one-year option periods.

To be eligible for award, Offerors must be registered in the System for Award Management (SAM) database in accordance with FAR 4.1102. Offerors may obtain information in SAM at https://www.sam.gov. The solicitation may be accessed electronically only via the beta.SAM.gov website. Paper copies of the solicitation will not be issued. Offerors are responsible for routinely checking the beta.SAM.gov website for any possible solicitation amendments that may be issued. Complete proposals must be submitted electronically, to the address provided in Section L of the RFP no later than 5:00pm central time on June 16, 2021. Late submissions will not be accepted. Hardcopy proposals will not be accepted. Questions related to this solicitation are requested within 10 days of RFP release at the email address below.
