The DIP sub-project began in fiscal year 2021 under the Air Traffic Management eXploration (ATM-X) project. The overall goal of the DIP sub-project is to accelerate transformation of the National Airspace System (NAS) and airspace operations through the development of a platform for advanced data-driven digital services for both conventional and emergent operations to promote efficient aviation operations. DIP will develop a reference implementation of an easily accessible cloud-based Digital Information Platform utilized by a cohort of operators, data integrators, and service providers to gather and access real-time and historical data upon which data-driven services for NAS users are developed and operated. The DIP platform will look to facilitate one-to-many shared services model rather than traditional one-to-one services model to enable an ecosystem of highly reusable services.

This Announcement is intended to solicit for:

Service providers and data integrators who are willing to develop and provide access to digital aviation services for the Partner Services (PS) Evaluations to validate the concept, functions, and interfaces to the DIP platform. Service providers for conventional flight operations, advanced air mobility, and urban air mobility operations are encouraged to participate.

NASA will establish non-reimbursable partnerships using its other transaction authority contained within the National Aeronautics and Space Act, 51 U.S.C. 20113(e). Each potential partner responding to this ACO will be required to sign an Umbrella SAA with NASA, as well as one or more Annexes that define how they will participate in the progression of collaborative demonstrations. Non-reimbursable Umbrella SAAs are formal partnership agreements involving NASA and a Partner in a mutually beneficial activity that furthers NASA's mission, where each party bears the cost of its participation, and there is no exchange of funds between the parties.

An Umbrella Agreement provides a mechanism for NASA and a Partner to agree to a series of related or phased activities using a single governing instrument that contains all common terms and conditions and establishes the legal framework for the accompanying Annexes. Individual tasks are implemented through Annexes adopting the terms and conditions of the Umbrella Agreement and adding specific task descriptions of collaborative work and the milestone schedule of activities. The Umbrella SAA will cover a 5-year period of performance. The initial Annex will define roles and responsibilities the first two collaborative demonstrations conducted in FY24 and FY25. Follow-on Annexes may be negotiated prior to executing the other Partner Services Evaluations.
