The United States Coast Guard (USCG) is seeking water treatment facility maintenance and operation services for Coast Guard Station Jonesport in Jonesport, ME. The purpose of this procurement is to ensure a safe, clean, and healthy environment for residents, military/civilian personnel, and the general public. The contract will be for a period of one year with four one-year options. The work includes providing licensed personnel, supervision, transportation, operation, maintenance, testing, monitoring, and reporting necessary for water treatment facility services. The contractor will be responsible for routine operations and maintenance services, weekly/monthly/biannual/annual operations testing, submitting samples for laboratory analysis, and preparing monthly operations reports. The contractor will also be responsible for performing maintenance on various components of the water treatment facility as outlined in the Operation and Maintenance Manual.

The performance requirements include weekly on-site preventative maintenance and inspection of the water treatment facility, furnishing required chemicals and adding them to solution tanks as needed, taking water samples according to schedule, submitting monthly pumpage and filtration reports, performing routine maintenance as outlined in the Operation and Maintenance Manual, and providing detailed maintenance reports and records. The contractor must also monitor and analyze water quality to ensure it meets state and federal standards. Operator qualifications are based on the rules set by the Maine Department of Health and Human Services. The contractor must comply with all applicable federal, state, local, and municipal laws and regulations.

The government will monitor the contractor's performance through inspections conducted by the Contracting Officer's Representative (COR), customer complaints with COR verification, random sampling, and evaluations of the contractor's Quality Control Plan (QCP). If substandard performance is identified, the COR will issue a Contract Discrepancy Report (CDR) requiring an explanation from the contractor and may take actions such as payment deductions or performance evaluation meetings. The government will also perform quality assurance surveillance to ensure compliance with contract requirements.
