Description

The U.S. Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Principal Legal Advisor (OPLA) has a requirement for case management support and administrative services for the execution of their broad and diverse mission of providing a full range of legal counsel and services to all ICE offices and programs. OPLA's responsibilities include, representing DHS in proceedings before the Immigration Courts, representing DHS in appellate proceedings before the Board of Immigration Appeals, and providing support and direction to the Department of Justice, Office of Immigration Litigation as well as to the U.S. Attorney's Offices nationwide.

The scope of this requirement is to provide non-personal services for case management support, i.e., support in mail, records, file management, E-Service, document scanning, and clerical support to the OPLA. The location of services to be performed will be nationwide at OPLA's on-site field locations. PLAnet (Principal Legal Advisor Network) is OPLA's nationwide software and file repository where all noncitizen files are stored electronically.

This Sources Sought is being used to collect information about the capability of qualified contractors to provide the services as described in the attached draft Performance Work Statement (PWS).

This requirement has been accepted under the U.S. Small Business Administration's 8(a) Business Development Program.

***Interested offerors must be a Certified 8(a) program participant under the appropriate North American Industry Classification System (NAICS), 561110 Office Administrative Services, to be eligible for award. ***

The Rough Order of Magnitude for this requirement is between $50-$60 million, with a 5-year period of performance (Base + Four (4), 1-year Option Periods). The performance supports approximately 120 full-time equivalent personnel at 60 different locations nationwide.

Prospective offerors who are qualified to provide these services should provide the following information for ICE's review:

  • Company name
  • Company address
  • POC information (name, title, phone number, email address, etc.)
  • Unique Entity Identifier (UEI)
  • Current 8(a) Eligibility Status under NAICs 561110
  • Identification of the number of years in business, affiliate information: parent company, or potential teaming partners.
  • A brief company capability statement of your qualifications, capacity or prior experience performing similar services identified within the scope of the PLAnet PWS.

In addition to the general capabilities of interested firms, ICE requests responses to the following inquiries:

  1. Have you managed any labor hour type contracts? If so, how many and what is the average total contract value? Did you perform as a Prime Contractor or Subcontractor?
  2. Have you managed more than 100 full-time employees/contractors under one contract? With 50 employees/contractors? If not, what is the largest number of employees/contractors have you managed?
  3. Have you remotely managed a single contract with performance at more than 30 locations within the continental U.S. (CONUS) and U.S. territories to include Puerto Rico?
  4. Does your company have experience working on federal contracts subject to the McNamara-O'Hara Service Contract Act using Service Contract Labor Standards (SCLS)?
  5. What experience does your company have with recruiting, vetting and processing individuals requiring a public trust background investigation? Briefly describe your pre-screening process.
  6. Do you have sufficient financial resources to support a contract of this magnitude?
  7. Can you provide examples of two projects (as the prime) of similar scope (administrative support services) and value/size?
  8. Please confirm that you are a small 8(a) business under NAICS 561110 - Office Administrative Services.
  9. What significant market conditions, trends, and operating constraints should the Government be aware of, which may not be considered in the attached draft Performance Work Statement?

THIS IS A SOURCES SOUGHT NOTIFICATION ONLY. This notice is issued solely for information and planning purposes. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this announcement.

There is no specified format for response to this notice; however, all responses should not exceed 15 pages.
