INVITATION TO TENDER

The Government of the Hashemite Kingdom of Jordan represented by Ministry of Water and
Irrigation/ Water Authority of Jordan supported by the United Stated Agency for International
Development (The Government of the Hashemite Kingdom of Jordan represented by Ministry of
Water and Irrigation/ Water Authority of Jordan supported by the United Stated Agency for
International Development (USAID) is releasing a tender for the Design of Strategy, GRC and
Security Frameworks and Digital Transformation of SCADA for Water Sector in Jordan in
preparation for the implementation of the National SCADA Project.
The Water Authority of Jordan / WAJ (hereinafter called The Employer ), invites sealed bids from
eligible bidders for Design of Strategy, GRC and Security Frameworks and Digital Transformation
of SCADA for Water Sector in Jordan (hereinafter called "Project") and as detailed below:
This Bid is open to international, and local Jordanian Consulting, Engineering and/or specialized
firms hereinafter called The Consultant or in association with specialized firm in design and
SCADA Engineering (in Joint Venture or Sub-consultants) as detailed in the attachemnt.

Background
The Government of the Hashemite Kingdom of Jordan represented by Ministry of Water and Irrigation/ Water Authority of Jordan supported by the United Stated Agency for International Development (USAID) is releasing a tender for the “Design of Strategy, GRC and Security Frameworks and Digital Transformation of SCADA for Water Sector in Jordan” in preparation for the implementation of the National SCADA Project. MWI/WAJ has received a USAID fund to modernize and transform the SCADA systems and infrastructure components across Jordan. The fund is managed by an agreement signed between MWI/WAJ and USAID.

Work Details
The project involves the design of Strategy, GRC, and Security Frameworks, as well as the digital transformation of SCADA for the water sector in Jordan. It includes tasks such as project description and objectives, project stakeholders, project governance structure, expected project duration, existing and in-use technologies, reference frameworks and international standards, project key activities and deliverables, documents review and approval cycle, project key milestones, project required events/presentations/logistics, project management requirements, proposal format, compliance tables, bid forms and checklists.
