Description

The Regional Procurement Support Office in Frankfurt, Germany, intends to issue a Firm Fixed-Price Design/Build Construction type contract during the second quarter of calendar year 2022.

The FY22 Seismic Strengthening & Renovation Project for the CMR in Kathmandu, Nepal will provide essential improvements for seismic, mechanical, electrical, plumbing, accessibility, security, functionality, and site infrastructure. Scope includes structural upgrades to comply with OBO seismic requirements, architectural improvements throughout the residence to satisfy current building codes and standards, to include the Architectural Barriers Act (ABA), which requires the addition of an elevator, accessible washrooms/restrooms in the family and representational spaces. New energy efficient building systems and fixtures will be installed in addition to the upgrading of site utilities. A new fire alarm system will be installed to improve life safety standards in the compound. Security improvements include upgrades to perimeter wall, upgraded guard booth and vehicle barrier, and new technical security system. Seismic strengthening, accessibility, and building system upgrades will also be made to the guest house, generator building, police quarters, and staff quarters. Interior and exterior representational spaces will be reconfigured to provide larger spaces.

The project is located on 1.8 acres in the residential neighborhood of Kamaldi in Kathmandu, Nepal. The property was built in the 1950's and purchased by the Department of State in the 1960's. The 690 GSM villa includes four bedrooms, living and dining room, and four bathrooms. The property has had two additions throughout its existence creating programmatic inefficiencies. The property is surrounded by an unreinforced masonry wall with varying heights from 2.74 up to 4 meters.

The magnitude of this project is anticipated to be greater than $10,000,000 U.S. Dollars for the entire project.

APPLICATION FOR SOLICITATION DOCUMENTATION CHECK LIST

In applying for the solicitation material, you are acknowledging that your company is able to reach compliance with the following highlighted requirements included in the solicitation.

In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Contractors shall be required to provide:

a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country,

b. Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, and

c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization.

You will be required to provide information that clearly shows you are able to perform work in Nepal. Any entry or work visa issues requirements must be clearly discussed with a plan to mitigate any risk clearly identified.

Irrevocable Letters of Credit (ILOC): The successful contractor will be required to provide the government with surety in the form of Irrevocable Letters of Credits totaling 40% of the value of the contract.
