This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested.

The Defense Information Systems Agency, National Capital Region (DISA NCR), Fort Meade, Maryland seeks request for proposals (RFP) for the Department of Defense (DoD) Secure Access File Exchange (SAFE) System. DoD SAFE is a large file transfer service available to DoD and Mission Partners. The objective of this requirement is to provide engineering and sustainment support to DoD SAFE, to maintain and improve this Enterprise Service.

Note: The Government will be utilizing a three-phase proposal and evaluation process for this acquisition. Phases I and II will be evaluated first, and then for those who proceed to Phase III further instructions will be sent via an Advisory Notice which will outlint the submission deadline for questions and proposal. Refer to the solicitation for details related to the three-phase structure and specific evaluation criteria for each phase.

Background
The Defense Information Systems Agency (DISA), National Capital Region (NCR), Fort Meade, Maryland, is seeking proposals for the Department of Defense (DoD) Secure Access File Exchange (SAFE) System.

DoD SAFE is a large file transfer service available to DoD and Mission Partners, including third parties without Common Access Cards (CAC). This service was mandated by the DoD Chief Information Office as a replacement for the Army Aviation and Missile Research, Development and Engineering Center service. The goal of this contract is to provide engineering and sustainment support to maintain and improve this Enterprise Service.

Work Details
The contractor will perform various tasks under the contract, including:
1. DoD SAFE Requirements Management: Manage generated requirements from DISA, DoD customers, and the DoD SAFE Program Management Office (PMO).
2. DoD Tiered Support: Establish Tier 3 support for high-level troubleshooting and incident mitigation.
3. Engineering and Development Support: Provide development and integration engineering support for current and future capabilities of DoD SAFE.
4. Cybersecurity Support: Perform information assurance tasks in line with the risk management framework.
5. Contract Management: Provide project management and documentation support for DoD SAFE applications.
6. Service Analysis and Situational Awareness Tool Development: Develop tools for event management, logging, and reporting.

Period of Performance
The period of performance includes a one-year base period with four one-year options, allowing for an additional six months if required.

Place of Performance
The primary place of performance is at DISA Headquarters located at Fort Meade, MD, with work also performed at contractor-provided facilities for unclassified work.
