Description

This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this notice is to obtain the following information:(1) The availability and capability of qualified sources;(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition Commercial and Institutional Building Construction - 236220 with a small business size standard of $45,000,000.00.The U. S. Army Contracting Command - New Jersey is issuing this Sources Sought Notice in an effort to perform market research to assist in determining the appropriate acquisition strategy for Chiller Replacement and HVAC services to be performed at the U.S. ARMY GARRISON DEVENS RFTA 4 LEXINGTON STREET DEVENS, MA 01434 in support of the US Army Garrison Devens RFTA. The Government intends to award a single firm-fixed-price contract as a result of the solicitation to be issued. The expected period of performance is 180 days after notice to proceed. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide remediation services.Attached is a DRAFT Statement of Work for planning purposes only and Site Map of the place of performance. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.Submittal Requirements:1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, UEI Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8 (a)/Woman Owned Small Business/etc.).2) Contractor acknowledges a clear understanding of all tasks specified in the DRAFT Statement of Work.3) Confirms full capabilities of completing the required work specified in the DRAFT Statement of Work.4) Responses shall be limited to 2 pages and emailed to Bryan.e.thompson20.civ@army.mil. Background
The U.S. Army Contracting Command - New Jersey is conducting market research to identify qualified sources for a contract focused on Chiller Replacement and HVAC services at the U.S. Army Garrison Devens RFTA. The goal of this contract is to support the mission of the US Army Garrison Devens RFTA by ensuring efficient HVAC operations through the replacement of outdated chillers and associated systems.

Work Details
The contractor will be responsible for the following tasks:

1) Provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary for remediation services.

2) Disconnect, remove, and dispose of existing chillers and associated equipment/piping in compliance with DOD regulations.

3) Install new chillers and associated equipment/piping including all necessary connections (natural gas and electrical).

4) Ensure that new chillers are integrated into the building's existing systems.

5) Obtain all necessary permits for work performed.

The project includes demolition of existing systems, installation of thermal insulation for mechanical systems, water chillers, and chilled water piping systems as outlined in the DRAFT Statement of Work.

Period of Performance
The expected period of performance is 180 days after notice to proceed.

Place of Performance
The construction projects will be performed at the U.S. Army Garrison Devens RFTA located at 4 & 12 Lexington Street, Devens, MA.
