This is a solicitation from which Luke Air Force Base intends to issue a firm-fixed price award, providing for services to to palletize, mark/label, and secure (Ref: MIL-STD 129 Military Marking for Shipment and Storage), pick up, transport, and demilitarize/dispose of conventional munitions by a recognized industry standard method complying with all State and Federal laws for a variety of conventional munitions. Approximately 20000 lbs of munitions (approximately 3000 lbs Net Explosive Wt)This notice does not commit the Government to a contract.

Background
This is a solicitation from Luke Air Force Base for the demilitarization and disposal of conventional munitions. The contractor will be responsible for palletizing, marking/labeling, securing, picking up, transporting, and demilitarizing/disposing of conventional munitions purchased from the United States Air Force (USAF) by a recognized industry standard method complying with all State and Federal laws.

Work Details
The contractor will palletize, mark/label, and secure the munitions, pick up, transport, and demilitarize/dispose of conventional munitions by a recognized industry standard method complying with all State and Federal laws. The contractor will be provided an indoor location to prepare the shipments with pallets, banding, a pallet jack, and forklift/operator.
The contractor shall demilitarize munitions items listed in 22 CFR Part 121, Category I and IV. The contractor shall establish a program for the transportation, receipt, storage, handling and demilitarization of conventional munitions. The contractor shall comply with the requirements of DoD Instruction 4145.26 as applicable to the contractor planned process and/or operations. The contractor's military munitions demilitarization and disposal plan shall address procedures for managing and processing Material Potentially Presenting an Explosive Hazard (MPPEH), for eliminating any explosive hazard associated with Material Documented as an Explosive Hazard (MDEH), and for the release of Material Documented As Safe (MDAS). The contractor shall comply with the security requirements of DOD Manual 5100.76 for storage, safeguarding, handling, and control of sensitive items. The contractor shall accomplish demilitarization and characterize waste for disposal IAW 40 CFR Part 261.
