Defense Injection/Reception Emergency Action Message (EAM) Command & Control (C2) Terminal (DIRECT)

This statement provides notice that the Government anticipates awarding a Contractor Logistics Support (CLS), Technical Refresh and Production contract for the Defense Injection/Reception Emergency Action Message (EAM) Command and Control (C2) Terminal (DIRECT), DIRECT-Limited Terminal Equipment (DIRECT-LITE) and DIRECT-Relocatable (DIRECT-R).

DIRECT provides an automated capability to compose, transmit, receive, process, readdress, and acknowledge Emergency Action Messages (EAMs), Emergency Action Support Messages (EASMs), and non-Emergency Action Messages (non-EAMs) on all available EAM communications systems with expansion for future growth.

The CLS effort requires the Contractor to provide Total on-site management coverage, software updates, and logistics, support Government's Information Assurance (IA) Risk Management Framework (RMF) program, field support, and Engineering services. On-site management coverage includes removal & replacement (R&R), repairs of failed units, and on-site support. The Contractor shall repair items to serviceable condition to the latest hardware/software configuration approved and funded by the Government for that item. The Contractor shall provide CLS coverage/services supporting additional sites once Production installs are complete.

The proposed contract action is for services for which the Government intends to negotiate and award a five-year sole source contract to General Dynamics C4 Systems, Inc. (CAGE: 04655), 150 Rustcraft Road, Dedham, MA 02026. This is in accordance with Federal Acquisition Regulation (FAR) 6.302-1 "Only One Responsible Source and no Other Supplies or Services Will Satisfy Agency Requirements". All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government to not compete this proposed contract action will be based upon responses to this notice is solely within the discretion of the Government. In accordance with Air Force Instruction (AFI) 16.201, foreign participation is not permitted at the prime contractor level. The period of performance for this contract will consist of one (1) 12-month basic period and four (4) 12-month ordering periods. The place of performance will be specified in the forthcoming solicitation with anticipated award of 01 July 2022.
