Background: DISA's internal IT Enterprise provides the full complement of IT services for approximately 4,200 DISA employees at the DISA Headquarters Building (1.1 million square feet of total office space) located at Fort George G. Meade, MD (hereto referred to as FGGM), as well as an additional 4,000 DISA employees accessing the enterprise via Local Area Networks (LAN's) located at 39 continental US (CONUS) and overseas (OCONUS) Department of Defense (DoD) locations. A major portion of DISA's IT Enterprise service work is performed at the DISA Headquarters facility. Additionally, a significant amount of the work is performed by support teams traveling to the Agency's CONUS and OCONUS DoD locations. The DISA's IT Enterprise also provides the full complement of IT services to non-DISA organizations (i.e., Industry Partner facilities in the NCR, and other DoD components). A major portion of DISA's IT Enterprise service work is performed at the DISA Headquarters. However, a significant amount of the work is performed by support teams traveling to the agency's CONUS and OCONUS DoD locations.

The operation of DISA's IT Enterprise is managed by Government personnel with contractors performing many of the operational functions, such as Tier I Helpdesk and Network Monitoring and Reporting functions. Areas of operational responsibility for the DISA IT Enterprise are clearly delineated as either contractor or Government functions. As a result, there are numerous touch points between the contractor and Government personnel executing their DISA IT Enterprise responsibilities.

DISA's global IT Enterprise network is comprised of the data, voice, and video infrastructure that supports the mission requirements of the DISA Director, its Strategic Business Units and subordinate Directorates. The Enterprise employs over 550 physical and virtual servers on three classification levels, and uses approximately 9 principle tool suites to monitor its world-wide status. The DISA IT Enterprise provides network access to mission-oriented databases and applications maintained on non-DISA networks. In total, the Enterprise supports over 8,200 DISA users worldwide. Most of the IT services provided by the DISA IT Enterprise are operated by the Agency's CIO and currently based out of Fort Meade, Maryland. However, some of the IT services (i.e., email) are in the process of transitioning to the Agency's Enterprise Services Directorate (ESD).

DISA is anticipating numerous IT infrastructure consolidation initiatives across the DoD and anticipates other DoD organizations acquiring IT services from the DESS contract Additionally, DISA is anticipating that many of DISA's CONUS and OCONUS locations will begin acquiring IT support services from the DESS contract in order to align with many of the Agency's Campaign Plan initiatives.

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization - National Capital Region (DITCO-NCR) is replacing in its entirety Draft RFP HC1047-12-R-4013 - DISA Information Technology Enterprise Support Services (DESS), located at https://www.fbo.gov/spg/DISA/D4AD/DTN/HC1047-12-R-4013/listing.html, with this Final RFP HC1047-12-R-4013. (The Draft RFP for DESS and all attachments thereto are superseded with the information received with the Final DESS RFP).
Scope: The scope of the DISA IT Enterprise Support Services (DESS) encompasses the full range of mission support capabilities that are needed by the CIO to operate, maintain, and modernize DISA's Global IT Enterprise. Please refer to the Executive Summary under Section A in the RFP for additional information.
Contract Type: The Government contemplates award of a multiple award indefinite delivery / indefinite quantity (ID/IQ) contract with firm fixed-price, cost, and time & materials CLINs contract resulting from this solicitation.
Competition: This solicitation is set-aside for Small Business Administration (SBA) Certified 8(a) contractors. The requisite NAICS code for the acquisition is 541513 - Computer Facilities Management Services.
Pre-Proposal Conference/Site Visit: DISA will host a pre-proposal conference/site visit at the headquarters facility at Fort Meade, MD on 17 May 2012. See Section L for additional information.
Questions & Comments: Questions regarding this RFP may be submitted, via email, to Christopher.Gray@disa.mil, Marianne.Call@disa.mil, and Edward.Frank@disa.mil at any time but no later than 11:59AM on 21 May 2012. All questions/comments shall be submitted utilizing the Questions and Answers Template provided in Section J - Attachment 17 of this RFP. The template provides four (4) question/comment areas (i.e. Technical/Management, Past Performance, Cost/Price, and Contractual) and a standardized format for submission. Vendors are responsible for completing the first three (3) columns of the template (i.e. Question #, Question/Comment, and RFP Reference). The Government's responses, along with the questions, shall be posted to the FedBizOpps website. Questions and/or comments received after the specified date/time may not be addressed by the Government. All questions and answers will be published to the FedBizOpps website once addressed. FedBizOpps is the sole repository for all information pertaining to this solicitation. No oral communications are permissible.
