Defense Finance and Accounting Services (DFAS) Blue Cloud Environment (DBCE)

Background
The Defense Finance and Accounting Services (DFAS) is seeking to support the Blue Cloud Environment (DBCE), which operates within the Microsoft cloud. The goal of this contract is to modernize existing cloud solutions to enhance the DFAS Cyber Security Service Provider's (CSSP) capabilities in monitoring and protecting the Department of Defense Information Network (DODIN).

This initiative aligns with the Office of Management and Budget (OMB) Memorandum M-21-31, emphasizing the need for a robust security monitoring environment.

Work Details
The contract encompasses the following tasks and services:
1. Support for over 202 Infrastructure as a Service (IaaS) servers and significant cloud storage accounts, including over 750TB of Netapp Filer data.
2. Management of logic apps, load balancing, development, and test/production enclaves.
3. Integration with the DFAS CSSP Sentinel environment for security monitoring.
4. Ingestion of resource logs from various sources including on-premise DFAS equipment and external agencies such as DISA and GSA to ensure comprehensive defense against cyber threats.
5. Anticipation of a 20% growth in compute and data storage needs over the option years, necessitating additional IaaS, Compute, ExpressRoute solutions, Azure Data Explorer, Microsoft Defender, encrypted Block Blob storage, and an increase in Virtual Machines (VMs).

Period of Performance
The anticipated period of performance includes a 1-year base period followed by two additional 1-year option periods.

Place of Performance
The services will be performed within the Microsoft cloud environment.
