Air Force Energy Assurance Office Request for Information to support market research for DECo, which is looking into creating a program utilizing a Consortium Management Organization (CMO), a legal entity with an established consortium whose members will be compromised of small businesses, traditional and non-traditional defense contractors, utilities, financiers, and others dedicated to addressing DAF's energy resilience requirements through on ongoing public-private partnership. Please see the attached RFI for more information.

8/5/24- Office of Energy Assurance held a RFI Webinar. The slides and recording of that webinar have been attached.

8/7/24- The RFI questions may appear to only want information from CMOs but that is not the case. Any and all interested parties, whether that be a CMO, investor, performer (contractor) or anyone with information or insights they want to share are encouraged to participate. This is market research, so while the questions asked are considered important in shaping our strategy, it does not limit the type of information you may submit and there is no restrictions on who participates.

Background
The Department of the Air Force (DAF) is conducting market research for the Defense Energy Consortium (DECo), which aims to create a program utilizing a Consortium Management Organization (CMO). This initiative seeks to establish a public-private partnership involving small businesses, defense contractors, utilities, and financiers to address DAF's energy resilience requirements. The goal is to enhance energy resilience at DoD installations, ensuring mission continuity amidst potential service disruptions from various risks.

Work Details
The CMO will be responsible for managing prototype projects and sole-source follow-on production contracts under 10 U.S.C. ยง 4022, known as Other Transaction Authority (OTA). The CMO will execute a Consortium Management Agreement (CMA) with DAF to facilitate this management. Key tasks include:
- Identifying and mitigating energy resilience gaps at DAF installations worldwide.
- Accessing innovative energy resilience technologies and deploying commercial off-the-shelf solutions.
- Implementing new business models at an enterprise-wide scale.
- Engaging with sovereign wealth funds in countries hosting DAF facilities.
- Recruiting new consortium members and maintaining regular communication with small business innovators.
- Providing examples of past performance in energy resilience projects both domestically and internationally.
- Ensuring compliance with financial regulations including Anti-Money Laundering (AML) and Know Your Customer (KYC) directives.

Place of Performance
The contract will be performed at various Department of Defense installations worldwide, including locations in Germany, Greenland, Italy, Japan, Portugal, Spain, South Korea, Turkey, and the United Kingdom.
