The Internal Revenue Service (IRS) has a requirement for Data At Rest Encryption (DARE) Program Management (PM) and Engineering Support (ES) services. For information purposes, the services described shall be in accordance with the Internal Revenue Service (IRS) Performance Work Statement entitled, DARE Program Management and Engineering Support.

The solicitation 2032H5-25-Q-00007 will be available on 1/22/2025 and will be distributed solely through email. All future information about this acquisition, including solicitation amendments, will also be distributed solely through email (Dione.c.reeves@irs.gov and Michael.j.bates@irs.gov). Background
The Internal Revenue Service (IRS) requires Data At Rest Encryption (DARE) Program Management and Engineering Support services to enhance its data security framework.
The goal of this contract is to provide comprehensive support in managing and implementing encryption technologies across various IRS applications, ensuring the integrity and confidentiality of sensitive data.

Work Details
The contractor will perform the following tasks:
- Provide support to analyze and resolve issues impacting data quality for the DARE program.
- Offer subject matter expertise on enterprise key management, specifically Thales Cipher Trust.
- Develop and execute performance impact analysis reports, performance engineering models, test plans, and standard operating procedures.
- Conduct design reviews of program processes, tools, architecture, and solutions for at-rest data encryption.
- Analyze databases including Microsoft SQL, Oracle, Greenplum, MongoDB, MarkLogic, and ServiceNow for encryption capabilities within IRS non-production environments.
- Evaluate encryption technology solutions for applications hosted in hybrid infrastructures and external cloud providers.
- Assist in identifying systems requiring encryption technologies and create implementation plans.
- Develop functional, regression, performance, and security test plans along with test reports.
- Perform various tests including functional tests, performance tests, security scans, and regression tests while addressing any defects found.
- Coordinate with DARE program stakeholders for the implementation of encryption across IRS Enterprise-wide Tier 2 Application Systems’ Data at Rest.
- Provide filing season support including developing a support plan and conducting 24/7 support during the filing season.
- Transition support tasks post-implementation of encryption including developing training programs for Enterprise Operations staff to manage daily maintenance of implemented systems.

Place of Performance
The work will be conducted primarily at IRS facilities or via teleconference as necessary.
