INTENT TO SOLE SOURCE The Department of Veterans Affairs Network Contracting Office (NCO) 6, W.G. Bill Hefner Salisbury VAMC intends to enter a sole source procurement with TRAKA USA, LLC., 1925 Cannery Way, Orlando, FL 32804 for services to integrate the Traka web system to Kernersville VA and The Charlotte HCC. NAICS 541511 Custom Computer Programming Services. The proposed service contract action is to provide all services covered under the Traka Keycare Gold Plan for one (1) base year and four (4) option years. Traka will provide (1) annual PPM service visit by one certified technician and service call per year. This support package will also cover telephone support and all travel, labor and parts required to repair faults through manufacturing defect (an extended warranty) during (1) service visit for installed equipment (currently three (3) locations-Salisbury VAMC, Charlotte and Kernersville), and software updates. This service is to integrate the TRAKLA WEB system to the Kernersville HCC and the Charlotte HCC, which the Government intends to solicit and negotiate with only one source under the authority of FAR13.106-1(b), Soliciting from a single source. Contract is anticipated to be for a period of performance December 23, 2024-December 22, 2025, with four 1-year options. This notice of intent is NOT a request for quotation. Interested parties may identify their interest in the requirement and capabilities to Crystal.Perry4@va.gov no later than 3:00 PM EST, December 20, 2024. Telephone inquiries will not be accepted. All information shall be furnished at no cost or obligation to the government. The contractor shall furnish all replacement parts under the terms of this contract. The price of all parts used to perform scheduled maintenance shall be included in the price of this contract as listed in the schedule. The Government will not pay for any parts provided, by the contractor during the performance of this contract. Only new standard parts (manufactured by the maker of the equipment, or equal as determined by the manufacturer) shall be furnished to maintain equipment covered under the contract. Vendor shall be an OEM, authorized dealer for the manufacturer of products, being the sole source dealer, they are the sole vendor to sell, install and provide warranty services for their equipment. The delivery of gray market items to the VA in the fulfillment of an order/award constitutes a breach of contract. Accordingly, the VA reserves the right to enforce any of its contractual remedies. This includes termination of the contract or, solely at the VA s election, allowing the Vendor to replace, at no cost to the Government, any remanufactured or gray market item(s) delivered to a VA medical facility upon discovery of such items. No solicitation will be made available. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to complete this proposed contract based upon responses to the notice is solely within the discretion of the Government.
Background

The goal of this contract is to provide comprehensive support and integration services for the Traka Keycare Gold Plan.

Work Details
The contractor shall provide all services covered under the Traka Keycare Gold Plan for one base year and four option years. This includes:

1) One annual PPM service visit by a certified technician;
2) One service call per year;
3) Telephone support;
4) All travel, labor, and parts required to repair faults due to manufacturing defects during one service visit for installed equipment at three locations (Salisbury VAMC, Charlotte, and Kernersville);
5) Software updates.

The contractor shall furnish all replacement parts under the terms of this contract, with the price of all parts included in the contract price. Only new standard parts shall be provided for maintenance. The vendor must be an OEM authorized dealer for the manufacturer of products and is the sole source dealer for selling, installing, and providing warranty services for their equipment. Delivery of gray market items constitutes a breach of contract, allowing the VA to enforce contractual remedies.

Period of Performance
The anticipated period of performance is from December 23, 2024, to December 22, 2025, with four additional one-year options.

Place of Performance
