Background
The Department of Veterans Affairs (VA), Office of Information and Technology (OIT), Enterprise Program Management Office, Software Testing and 508, Section 508 Office aims to provide high-quality, effective, and efficient Information Technology (IT) services to those responsible for providing care to the Veterans at the point-of-care as well as throughout all the points of the Veterans’ health care in an effective, timely and compassionate manner.
VA depends on Information Management/IT systems to meet mission goals. Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (Public Law 105-220), requires the Architectural and Transportation Barriers Compliance Board (Access Board) to issue accessibility standards for all Information and Communications Technology (ICT) procured, developed, used or maintained by the Federal Government. The standards comprise technical provisions and functional performance criteria that specify the characteristics of ICT that enable it to be accessible to and usable by people with disabilities.
The standards were published in the Federal Register on December 21, 2000 with an effective date of June 21, 2001.

Work Details
The contractor is required to conduct project management; automated and manual testing; dashboard reporting; help desk activities; and training in support of VA’s Section 508 accessibility compliance assessments of ICT.
The scope includes annual totals of approximately 5,600 web sites, 100 varied content items, 50 mobile applications, and 600 eLearning courses. Optional testing may include up to approximately 360 SharePoint sites annually.
The standard against which audits or tests are conducted shall be Section 508 and WCAG v. 2.0 levels A and AA at the time of contract award.

Period of Performance
The Period of Performance (PoP) shall be 12-months from date of award, with two 12-month option periods and four optional tasks.

Place of Performance
Tasks under this PWS shall be performed at Contractor facilities.
A portion of the work will be performed at the Central Office, VA Headquarters located in Washington, DC.
