The Department of the Interior, Interior Business Center, Acquisitions Services Directorate, on behalf of the Department of the Interior, Bureau of Land Management is releasing this Request for Information (RFI) to seek feedback from industry to assist the Government in the development of an acquisition strategy for a requirement, Mission Support Services. Please see attached document for more information and instructions on how to respond to this RFI.
The information obtained from this notice will be used for market research purposes only. The information received will be used to define and develop the Government's requirement. This RFI is not a Request for Proposal (RFP) and is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be
considered as proposals, nor will any award be made because of this notice. All information contained in this RFI is preliminary and subject to change. It is in no way binding on the Government. FAR clause 52.215-3, "Request for Information or Solicitation for Planning Purposes", is incorporated by reference in this RFI. The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. This RFI will be the basis for collecting information on capabilities available. This RFI is issued solely for information and planning purposes. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked "Proprietary" will be handled accordingly. Please be advised that all submissions become Government property and will not be returned nor will receipt be confirmed. In accordance with FAR 15.201(e), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract.

Background
The Department of the Interior, Interior Business Center, Acquisitions Services Directorate, on behalf of the Department of the Interior, Bureau of Land Management is releasing this Request for Information (RFI) to seek feedback from industry to assist the Government in the development of an acquisition strategy for a requirement, Mission Support Services. The Bureau of Land Management (BLM), Information Management & Technology (IMT) Directorate has a vision to establish a commitment to excellence in delivering quality IT services and systems to its customers.
The IMT supports the BLM's mission by providing collaborative technical leadership, guidance, application development, engineering, and enterprise administration of BLM IT infrastructure to the whole of BLM inclusive of state offices, field offices, national centers, interagency partnerships, and the Washington Office.

Work Details
The RFI seeks feedback from industry to assist in the improvement of requirements documents and in the development of an acquisition strategy and resulting solicitation for the Mission Services Platform requirement. The purpose is to identify interested vendors that can provide high performance outcomes and qualified/capable interested vendors that are qualified small businesses.
The work shall include software development, integration, test, maintenance, audit support, system analysis, business analysis, impact analysis, documentation, reports, training, and progress monitoring using reporting procedures and measures of performance best practices of the IT industry.
The goal is to implement applications utilizing Agile processes that achieve results through continuous capability enhancements.

Period of Performance
The period for submitting White Paper responses is until 10:00 A.M., Eastern Standard Time on February 13, 2024.
