Crew Management System for NOAA OMAO   3

Background
The solicitation is for a Crew Management System for NOAA OMAO. The system is intended to support ship scheduling and crew management objectives. The contract requires compliance with various clauses and other regulations, including those related to surveillance services or equipment, developed or provided by Kaspersky Lab covered entities, and matters related to the American Recovery and Reinvestment Act of 2009. Additionally, the solicitation includes a Prevention and Response Policy that outlines NOAA's policy on maintaining a work environment free from sexual assault and sexual harassment.

Work Details
The contractor is expected to provide a solution that meets all ship scheduling system objectives and crew management system objectives. This includes providing a proven Software as a Service (SaaS) solution, hosting on OMAO’s FedRAMP-approved government cloud platform, in-person, recorded, and documented end-user training for up to 100 end-users, usability testing for up to 20 end-users, executing projects using Agile (Scrum) Project Management, developing user interfaces meeting Web Content Accessibility Guidelines (WCAG) 2.0 A and AA success criteria, providing varying levels of end-user functionality and access for mariners, supporting up to 800 end-users, addressing access control, integrity, availability, and system maintainability and operability objectives, proactively addressing existing, emerging, anticipated, and evolving threats; alerting OMAO and providing proposed mitigation as required.
