Background
The Bureau of Reclamation Enterprise LAN/WAN Office is requiring brand name Satellite Internet Services from Space Exploration Technologies Corp. (“Starlink”, “SpaceX”) to provide network connectivity to all Bureau of Reclamation (BOR) sites and offices. This network connectivity is provided via various telecommunication mediums. Remote locations, due to their geographic and austere locations are not afforded the same telecommunication mediums as BOR sites that are closer to developed areas. As such, BOR remote sites rely on Commercial Satellite Internet network services to provide connectivity to BOR networks.

Work Details
The contractor shall provide Commercial Satellite Network Services at the Bureau of Reclamation Enterprise LAN/WAN Office as well as to all Bureau of Reclamation (BOR) sites and offices listed in the document. The network service delivery requirements include:
- Operating the satellite constellation in a Low Earth Orbit (LEO) to minimize signal path from ground station to satellite
- Providing a meshed terrestrial network of multiple ground stations
- Ensuring 99% Service Availability
- Less than 99ms Latency
- Minimum of 50mbps Download, and a minimum of 20mbps Upload at each serviced BOR site
- Providing BOR user installed Satellite Receive/Transmit Terminal kit (equipment), including router, and Ethernet adapter
- Providing High-speed, low-latency broadband internet on a monthly fee basis
- Providing Monthly data limitations no less than 1Tbps.

Period of Performance
The period of performance for this contract is 1 year from the date of award.

The geographic locations where the contract will be performed include various Bureau of Reclamation (BOR) sites and offices listed in the document.
