Background
The U. S. Food & Drug Administration, (FDA) Office of Acquisition and Grants Services (OAGS) has a requirement to procure a new Maintenance Agreement for ONADE DCU High Speed Microfiche. The Center for Veterinary Medicine (CVM) is in the process of converting to an all-electronic review and records storage environment. Currently, all new incoming paper submissions and existing historic paper jackets are being scanned. There are some records that exist only as microfiche. In order to convert those records to an electronic format for use in CVM’s virtual work environment, CVM uses a FlexScan 400 Microfiche Scanner Model JUMBO FICHE, Serial Number 1625232, Lens Number 512184, and its NextScan Autoloader Serial Number 1626132.

The current software is NextStar Plus, Version 4.5.

Work Details
The Contractor shall provide a maintenance agreement plan as specified herein. The requested items shall have the technical/salient/functional, operational characteristics and specifications described in the solicitation document. The acquisition is for a maintenance agreement including one base year on-site full coverage preventative maintenance contract (PMC), one base year of technical hardware and software support, and four option years on-site full coverage hardware preventative maintenance agreement, and technical and software support.

Period of Performance
The Period of Performance shall be as follows: Preventative Maintenance Agreement Base Year: 08/25/2024-02/24/2025; Preventative Maintenance Agreement Option Year 1: 02/25/2025-02/24/2026; Preventative Maintenance Agreement Option Year 2: 02/25/2026-02/24/2027; Preventative Maintenance Agreement Option Year 3: 02/25/2027-02/24/2028; Preventative Maintenance Agreement Option Year 4: 02/25/2028-02/24/2029.

Place of Performance
The Contractor shall perform all on-site maintenance and on-demand repair services at the Food and Drug Administration (FDA) facility located at Center for Veterinary Medicine (CVM), Office of New Animal and Drug Evaluation (ONADE), Bldg. MPN2, E150, 7500 Standish Place, Rockville, MD 20855.
