Background
The Department of Energy (DOE), Strategic Petroleum Reserve Project Management Office (SPRPMO) is seeking to purchase approximately six million barrels of U.S. produced sour crude oil for delivery to the Bayou Choctaw SPR site. This acquisition aims to support the SPR's mission of maintaining a strategic reserve of crude oil for national security and energy supply stability. The solicitation is part of the DOE's ongoing efforts to procure domestic crude oil that meets specific quality standards.

Work Details
The contractor will deliver approximately 1,500,000 barrels of U.S. produced sour crude oil each month from February through May 2025, totaling six million barrels. Deliveries must comply with the following specifications:
- Price: No higher than $79.99 per barrel.
- Delivery Schedule:
- February 1, 2025 - February 28, 2025: 1,500,000 barrels
- March 1, 2025 - March 31, 2025: 1,500,000 barrels
- April 1, 2025 - April 30, 2025: 1,500,000 barrels
- May 1, 2025 - May 31, 2025: 1,500,000 barrels
- All crude oil must be sourced from U.S. production and adhere to quality specifications outlined in Section J, Exhibit C-1.
- The minimum offer quantity is set at 250,000 barrels per line item with a maximum total award not exceeding six million barrels per offeror.

Period of Performance
February 1, 2025 to May 31, 2025.
