Background
The Department of Veterans Affairs (VA) is issuing this solicitation for Court Reporting Services at the Memphis and Robley Rex VA Medical Centers, along with associated Community Based Outpatient Clinics (CBOCs).

The goal of this contract is to provide professional court reporting services to support various legal and administrative proceedings, ensuring compliance with federal regulations and standards. This contract is set aside for 100% Service-Disabled Veteran-Owned Small Businesses (SDVOSB).

Work Details
The contractor shall provide all personnel, equipment, tools, materials, supplies, vehicles, certifications, supervision, and other necessary technologies to deliver court reporting services.

Services may include but are not limited to: Administrative Investigation Boards (AIBs), Disciplinary Appeals Boards (DABs), Equal Employment Opportunity (EEO) hearings, Merit Systems Protection Board (MSPB) hearings, and other meetings requiring legal documentation.

The contractor must ensure that all court reporters possess at least a National Court Reporters Association Registered Professional Reporter certificate or a state-level court reporter certificate. The contractor is responsible for maintaining audio recordings of testimonies and ensuring the quality of transcripts meets government standards.

Specific tasks include: recording hearings using electronic devices with backup systems; providing timely transcripts within five business days; correcting any discrepancies in transcripts at no additional cost; and maintaining accurate records of materials handled during the contract.

Period of Performance
The period of performance for this Blanket Purchase Agreement (BPA) will be from October 1, 2024, through September 30, 2029. The BPA consists of five one-year ordering periods allowing for annual price adjustments.

Place of Performance
The services will be performed at the Memphis VA Medical Center located in Memphis, TN, and the Robley Rex VA Medical Center located in Louisville, KY.
