Background
The Defense Human Resources Activity (DHRA), on behalf of the Defense Personnel Analytics Center (DPAC), is issuing a Request for Proposal (RFP) for Cost-of-Living Collection and Analysis Services. This initiative supports the U.S. Department of Defense's efforts to ensure that service members are not financially disadvantaged by being assigned to high-cost areas, both within the continental United States (CONUS) and outside (OCONUS).

The goal is to accurately determine cost-of-living allowances (COLA) through advanced data collection methods, impacting over one million service members and their families.

Work Details
The contractor will be responsible for collecting and analyzing non-housing price data from both CONUS and OCONUS locations. Key tasks include:
