Cost-of-Living Data Collection and Analysis

Background
The Defense Human Resources Activity (DHRA), on behalf of the Defense Personnel Analytics Center (DPAC), is issuing a Request for Proposal (RFP) for Cost-of-Living Collection and Analysis Services. This initiative supports the U.S. Department of Defense's efforts to ensure that service members are not financially disadvantaged by being assigned to high-cost areas, both within the continental United States (CONUS) and outside (OCONUS).

The goal is to accurately determine cost-of-living allowances (COLA) through advanced data collection methods, impacting over one million service members and their families.

Work Details
The contractor will be responsible for collecting and analyzing non-housing price data from both CONUS and OCONUS locations. Key tasks include:
1. Utilizing advanced data collection methods such as market surveys, predictive modeling, and geospatial analysis.
2. Providing actionable insights from the collected data to maintain fair and current COLA rates for military personnel.
3. Ensuring compliance with the Performance Work Statement (PWS) as outlined in the solicitation documents.

The contractor must demonstrate an understanding of the requirements by detailing their methodology for achieving contract performance objectives.

Period of Performance
The contract will have a five-year ordering period from May 15, 2025, to May 14, 2030.

Place of Performance
The services will be performed at various locations within the continental United States (CONUS) and outside continental United States (OCONUS).
