Background
The Federal Bureau of Prisons (BOP), Federal Medical Center-Carswell, aims to provide Advanced Occupational Training programs to incarcerated individuals. This initiative is designed to enhance inmates' educational levels and workplace skills, facilitating their re-entry into the workforce upon release. The contract focuses specifically on offering a Cosmetology training program that meets the Texas Department of License & Regulation requirements.

Work Details
The contractor will direct a Cosmetology training program, which includes:
- Instruction for students to complete the Texas Department of License & Regulation Cosmetology license requirements.
- Maintenance and updating of the existing training course as required by the State of Texas.
- Collaboration with the Supervisor of Education to establish necessary materials and resources for the program.
- Instruction will consist of 6 hours per day or up to 30 hours per week, typically from Monday to Friday, including a one-hour unpaid lunch break.
- The program will include various subjects such as Theory & Classroom Instruction, Bacteriology, Shampooing, Hairstyling, Hair Cutting, Hair Coloring, Chemical Rearranging, Manicuring & Pedicuring, Facials, Salon Business, and Miscellaneous topics relevant to current industry trends.
- The contractor must provide a written course syllabus and maintain records of student progress and attendance.

Period of Performance
The base period of performance is 12 months from the effective date of award with an option for one additional 12-month period.
