This solicitation and any resultant Blanket Purchase Agreements are a service or Stewardship project in accordance with the Healthy Forests Restoration Act of 2003 amended as the Permanent Stewardship Contracting Authority Act of 2013 under subsection (b) in accordance with Sec. 3903 of Title 41, U.S.C. This is a commercial item acquisition that has been tailored to include fitting the Government's method of trading goods for services in Stewardship instruments. This solicitation is for Commercial Services and any resultant contracts will include work on the Deschutes, Ochoco, and Fremont-Winema National Forests within the Central Oregon Area. It is intended to establish a number of contracts for use across Central Oregon to facilitate the purchase of fuels management and forest health services by Government Agencies. It is anticipated that all work in the Area that is within the scope of the proposed contract will be procured under said contracts.

Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014 Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.

Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

DESCRIPTION OF WORK

  • Commercial timber harvest
  • Pre-commercial thinning
  • Grapple Piling
  • Hand thinning
  • Hand piling
  • Road maintenance
  • Mastication

The overall objectives of this Hazardous Fuels and Restoration project are:

1. Improve and protect:

  • The vitality and resiliency of forest and range ecosystems to threats from fire, insect, disease and invasive and noxious species, including maintaining soil productivity and the use of prescribed fire or vegetation removal to promote healthy forests and rangelands;
  • Water resources including watershed health and productivity, water quantity and quality;
  • Habitat for wildlife and fish;
  • Air quality, including minimizing air quality impacts by removing excess biomass before the introduction of fire;
  • The commercial value of forest biomass for producing electric energy, shavings, and other beneficial uses

2. Reduce:

  • Hazardous forest fuels on federal lands;
  • Fire hazards to private lands, at-risk communities and municipal water supplies; and other improvements;
  • Threat of catastrophic fire to T&E species habitat;
  • Effects of insect & disease epidemic;
  • Prevalence of noxious and exotic plants and promote re-establishment of native species

The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project.

All Contractors must be actively registered in the System for Award Management (SAM) to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service you do not need to pay to register in this system. If your registration is not active, you will not be considered for award.

PROJECT LOCATION:

Project areas are located within the boundaries of the Deschutes, Ochoco, and Fremont-Winema National Forests. The scope covers Federal and local agency lands within Forest boundaries which include but are not limited to BLM lands and all counties within forest boundaries. .

NAICS code: 115310 Support Activities for Forestry Forest Fire Suppression and Fuels Management Services are two components of Support Activities for Forestry. Forest Fire Suppression includes establishments which provide services to fight forest fires. These firms usually have fire-fighting crews and equipment. Fuels Management Services firms provide services to clear land of hazardous materials that would fuel forest fires. The treatments used by these firms may include prescribed fire, mechanical removal, establishing fuel breaks, thinning, pruning, and piling.

Size Standard: 500 employees for Logging; $8 Million for Support Activities for Forestry, $20.5 Million for Fuel Management and Fire Suppression activities (Average annual receipts for the preceding three fiscal years).
