CONTRACTOR-OWNED, CONTRACTOR-OPERATED (COCO) FUEL STORAGE SERVICES IN PORT OF FUJAIRAH, UNITED ARABS EMIRATES (UAE)

The Defense Logistics Agency (DLA) - Energy will be issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) ancillary facilities and services in the Port of Fujairah, UAE. Interested firms should be able provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products to include aviation turbine fuel commercial grade JP-5/F44 and naval distillate grade F-76.

This requirement is to procure COCO fuel storage services with the capability to receive via Marine Tanker/Barge, store, protect, additize, as required, and ship commercial JP-5 and F-76 via Marine Tanker/Barge, Naval Vessel. Storage (fill capacity) of 765,000 barrels (BBLS) dedicated storage for 440,000 BBLS of Grade F-76 and 325,000 BBLS of JP-5/F44 is required. A minimum of two tanks per fuel grade to provide the capability of recirculating/filtering of products between tanks within the tank farm, isolated from other facilities and products handled within the storage facility is required. Interested companies responding to the solicitation will be required to register in the System for Award Management (SAM) and Procurement Integrated Enterprise Environment (PIEE) formerly known as Wide Area Workflow (WAWF).

This procurement will be full and open under NAICS code 493190 (Other Warehouse and Storage). The Government anticipates awarding a firm fixed-price contract for Port of Fujairah, UAE. The resultant contract will include a four-year base performance period, anticipated to commence August 1, 2025 through July 31, 2029, with one five-year option, anticipated from August 1, 2029 through July 31, 2034 and option to extend the contract for a total of no more than six (6) months, anticipated from August 1, 2034 through January 31, 2035. This procurement will be solicited under full and open competition.

Background
The Defense Logistics Agency (DLA) - Energy is issuing a Request for Proposal (RFP/Solicitation) for Contractor-Owned Contractor Operated (COCO) fuel storage services in the Port of Fujairah, United Arab Emirates (UAE).

The goal of this contract is to procure COCO ancillary facilities and services necessary for the receipt, storage, issuance, maintenance, quality control, and accounting of petroleum products including aviation turbine fuel commercial grade JP-5/F44 and naval distillate grade F-76.

Work Details
The contractor will provide all personnel, equipment, tools, materials, supplies, and supervision necessary to perform the following tasks:
1. Receive petroleum products via Marine Tanker/Barge.
2. Store and protect the products with a dedicated storage capacity of 765,000 barrels (BBLS), specifically 440,000 BBLS for Grade F-76 and 325,000 BBLS for JP-5/F44.
3. Maintain a minimum of two tanks per fuel grade to allow for recirculation/filtering of products within the tank farm.
4. Ensure that the storage facility is isolated from other facilities and products handled.
5. Additize fuels as required and ship them via Marine Tanker/Barge or Naval Vessel.
6. Comply with environmental protection standards as outlined in DLA Energy guidelines.

Period of Performance
The contract will have a four-year base performance period from August 1, 2025 through July 31, 2029, with one five-year option from August 1, 2029 through July 31, 2034 and an option to extend for an additional six months from August 1, 2034 through January 31, 2035.
