Background
The Naval Air Systems Command (NAVAIR) at Patuxent River, Maryland, is issuing a solicitation for the Contracted Air Services (CAS) program, specifically for Contractor Owned and Contractor Operated (COCO) propeller aircraft services.

This acquisition aims to provide specialized air services to support various operational needs of the agency. The contract will be awarded as an Indefinite Delivery/Indefinite Quantity (IDIQ) type with a focus on firm-fixed price and cost-type contract line items.

Work Details
The contractor will be responsible for the following tasks:

1. Capability Stand Up: Certifying aircraft for CAS operations, establishing approved Ground and Flight Operations Procedures, obtaining facility clearance, and attending necessary meetings.

2. Monthly Fixed Rate: Operating propeller aircraft services with calendar-driven maintenance during the contract period.

3. Propeller Aircraft Flight Minutes: Operating aircraft for flight missions including maintenance test flights and transporting personnel or equipment.

4. Ferry Flight Minutes: Ferrying aircraft to detachment sites as authorized by task orders.

5. Non-Flying Status: Invoicing for operational status of assigned aircraft under specific conditions.

6. Aircraft Modifications: Performing modifications as required by the government.

7. Travel, Materials, Other Direct Costs: Capturing reimbursable travel costs within specified locations in support of flight operations.

Period of Performance
The period of performance for this contract is four years and 364 days from the date of award.

Place of Performance
The primary place of performance will be at Patuxent River, Maryland, with potential detachment sites as specified in the Performance Work Statement.
