Contract Detention Officer and Prisoner Transportation Services Blanket Purchase Agreement

Background
The United States Marshals Service (USMS) is conducting a market survey to determine the availability and technical capability of qualified small businesses, including small business set-asides, small disadvantaged businesses (SDB), 8(a) small businesses, woman-owned small businesses (WOSB), veteran owned small businesses (VOSB), service-disabled veteran-owned small businesses (SDVOSB), and Historically Under-utilized Business Zone (HUBZone) small businesses capable of providing qualified Contract Detention Officers to provide guard and transportation services in support of the USMS. This SOURCES SOUGHT NOTICE is for small businesses only. The purpose of this sources sought notice is to determine the interest and feasibility of small business set-asides. This synopsis is for information and planning purposes and is not to be construed as a commitment by the U.S. government, nor will the U.S. government pay for information solicited. The information from this notice will help the United States Marshals Service (USMS) plan its acquisition strategy/plan.

Work Details
The requirement is to provide qualified Contract Detention Officers (CDO) to deliver guard and transportation services in support of the United States Marshals Service (USMS). The USMS requires transportation, guarding, and handling of prisoners within and between detention facilities, medical facilities, Justice Prisoner Alien Transportation System (JPATS) airlift sites, federal courthouses, federal buildings, and cellblock areas. Contractors will be responsible for providing CDOs, restraints, supplies, facilities, and other items needed to perform duties outside of the courthouse as defined in this Performance Work Statement (PWS). The work includes various tasks such as prisoner transportation, medical guarding, guard services within cell blocks and courthouses, supervisory duties, personnel training, costs and status reporting, estimated accruals reporting, contract data requirements list/deliverables preparation and submission.

Place of Performance
The contract work will include sites in the Continental United States, Hawaii, Alaska, as well as a possibility of work in the U.S. Territorial sites of Guam and Puerto Rico.
