To preserve the integrity of competition, Attachment 2, RHW_RHD_RHB Technical Requirements Statement of Objectives (SOO), Paragraph 3.2 is closed in its entirety . No white papers will be accepted under solicitation FA2384-24-S-2334, CHEERS MAA Open Period 1 All Technical Areas, 10 U.S.C. 4001 Broad Agency Announcement (BAA), for submissions that target and/or identify Technical Area 3.2. This moratorium is effective for a period of 6 months as of the closing date for proposal receipt (13 April 2025) under Call for Proposals FA2384-24-S-B003 BRDEE .

Description: The Air Force Research Laboratory, Human Effectiveness Directorate (AFRL/RH) and the United States Air Force School of Medicine (USAFSAM) CHEERS MAA is intended to provide a comprehensive strategy for AFRL/RH and USAFSAM's range of S&T, allowing for progression from basic research to technology maturation and transition.

Background
The Air Force Research Laboratory (AFRL), specifically the Human Effectiveness Directorate (AFRL/RH) and the United States Air Force School of Medicine (USAFSAM), is issuing this Continuing Human Enabling, Enhancing, Restoring, and Sustaining (CHEERS) Multiple Authority Announcement (MAA).

The goal of this contract is to provide a comprehensive strategy for advancing science and technology (S&T) efforts from basic research to technology maturation and transition. The USAFSAM aims to ensure readiness among Airmen, Guardians, and Medics in various environments by leveraging expertise in Aerospace and Operational Medicine.

Work Details
The CHEERS MAA will facilitate study efforts on novel concepts and R&D contracts aimed at maturing specific technologies to appropriate Technology Readiness Levels (TRLs).

Tasks include:
1. Issuing Calls for specific requirements identified within the Product Line (PL), Core Technical Competency (CTC), and Core Research Areas (CRA).
2. Conducting research that integrates biological and cognitive technologies to optimize Airman capabilities across multiple domains.
3. Focusing on five primary Technical Competencies: Training, Adaptive Warfighter Interfaces, Bioeffects, Bioengineering, and Warfighter Medical Optimization.
4. Developing technologies for systems crucial to aerospace superiority while also considering civilian applications.
5. Organizing research into Lines of Effort or Product Areas based on TRL, with specific focus areas including Aerospace & Operational Medicine, Biotechnology for Performance, and Health & Performance Sensing.

Place of Performance
The work will primarily take place at Wright-Patterson Air Force Base in Ohio and Joint Base San Antonio in Texas.
