This is not a Request for Quote (RFQ) or Request for Proposal (RFP). This notice does not constitute a commitment by the Government to issue an RFQ, RFP, contract or task order. The Government will not pay for any effort expended or any material provided in response to this announcement. Requests for a solicitation will not receive a response.

This sources sought notice is being issued by the U.S. General Services Administration for construction services for the Capital Security Program for the U.S. Courthouse and Post Office in Monroe, LA. This post office/courthouse is listed on the National Register of Historic Places, and was built in 1934 using limestone and granite. The building is comprised of three stories and approximately 25,481 usable square feet. The primary tenants are the U.S. Court and Court-related agencies, and the U.S. Postal Service. This project will consist of two major components, with separate funding sources.

The project scope of work includes a new courtroom and adjoining Judges' conference room, a new jury deliberation room, a new jury assembly room, a new attorney/witness room, a new two space parking garage and three story stair tower, a new vehicle sally port, new holding cells and processing area, a new office area, a new emergency generator, a new guard station (1st floor, building main entry lobby), revised circulation on upper floors, new public toilets, corridor, and restroom alterations, and miscellaneous site work

The design is complete; this contract will include only construction services.

A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This notice seeks information to assist the Government in locating potential sources with the ability to satisfy its requirement.

Small businesses only, including businesses in all socio-economic categories that are certified and qualified under the North American Industry Classification System (NAICS) Code 236220 (Size Standard is $36.5 million) are encouraged to respond.

All firms and prime contractors doing business with the Federal Government shall be registered in the System for Award Management (SAM) database at www.sam.gov prior to award of a contract.

The estimated construction cost range is between $5,000,000 and $10,000,000.
Any interested firm should provide a written Letter of Interest and a Response to the following (no more than 3 pages) by 3:00 pm CST, April 10, 2019, to Anthony Johnson via email anthony.d.johnson@gsa.gov. Note: All information submitted is subject to verification. Additional information may be requested to substantiate responses.

The written Letter of Interest must contain the following elements, at a minimum:

Contractor's name, address, point of contact, phone number and email address;
Tax Identification Number and DUNS number;
NAICS code(s) under which the company operates;
Two (2) similar projects: SIMILAR PROJECT is defined as a project that is similar in size, type and complexity. To qualify as a SIMILAR PROJECT, the project must meet all three elements of size, complexity and similar type as further defined here. To be considered similar in size projects managed must have exceeded $5,000,000 in costs and be completed in the last eight years. To be considered similar in complexity in type project(s) must include, but not be limited to, a facility that has three or more floors in height, must have had elements of construction that had one of the following aspects: commercial building that is Listed on the National Register of Historic Places, is a Level IV security per The Interagency Security Committee (ISC) Standards or required extensive coordination and construction of complex tenant improvements systems. Each project need not contain every element, but the combination of projects should demonstrate the ability to perform these services in a satisfactory manner. To be considered similar in type project(s) must include multi-tenant office space with at a minimum of three (3) separate and distinct tenants. The project requirements should have required the phased working of various aspects of the building as day-to-day functions of the tenants are accommodated for the full duration of construction;
Contractor's Bonding Capacity in the form of a letter from Surety per contract and aggregate amounts; and
Contractor's affirmation that it is considered a small business in accordance with Small Business Administration guidelines.

The Government will review each response and will use the information it receives in response to this sources sought notice as a basis for determining whether there exists reasonable expectation of obtaining a sufficient number of offers that are competitive in terms of market prices, quality and delivery. In any joint venture or teaming arrangement, the offeror of record must qualify as a Small Business in accordance with NAICS code 236220 in order to be considered under this notice.
