In order to protect the integrity of any future procurement that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made.

Response Date for Base Access Request for Pre-Proposal Site Visit: June 26, 2024, 11:00 am Thailand Time

This notice aims to provide public notice of a forthcoming project at Lombrum Naval Base, Papua New Guinea. The government plans to issue a solicitation approximately July 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government.

These design-build or design-bid-build projects will support the PNGDF (Papua New Guinea Defence Force), maritime security operations, U.S. military personnel participating in joint exercises, and USINDOPACOM Theater Campaign Plan with various critical facilities located at Lombrum Naval Base on Los Negros Island, which is adjacent to Manus Island and 800 km away from Papua New Guinea's capital Port Moresby.

The proposed projects include Regional Maritime Training Center, Small Boat Team and Boson Facility, and Repair and Upgrade Small Boat Jetty. For further information, please refer to the attached document.

A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled for the end of July through early August 2024. The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions.

Offerors interested in the project are required to submit the attached Base Access Request (BAR) and fill in your information in the attached Base Access Request (BAR) form / provide required information for the PPSV. Submit it to the site access coordinators listed below by June 26, 2024, 11:00 am Thailand Time.

Note:

-Contractors may submit up to 4 names (2 primaries and 2 alternates), but only 2 participants, 1 driver, and 1 vehicle, per company shall be allowed to attend the PPSV.

The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access.

-This base access process is only for the list of attendees the US Government is facilitating. Contractors that request access after the required date will not be added to the US Government list but will still be allowed to attend the site visit with two attendees if they can get access to the base on their own. This is a limitation imposed by the host nation. Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage.

All information relevant to the site visits will be posted on SAM.gov. Emails requesting confirmation for site visit times, locations, and other information that is clearly stated on SAM.gov will not be answered.

Background

Work Details
The proposed projects include the construction of a Regional Maritime Training Center, Small Boat Team and Boson Facility, and Repair and Upgrade Small Boat Jetty. The Regional Maritime Training Center involves constructing a 702 square meter elevated single-story building with classrooms, storage room, office space, kitchenette, concrete piers, footings, site work, concrete foundation, essential utilities, staircase, covered walkway, vehicle parking spaces, among other features.

The Small Boat Team and Boson Facility includes a 683 square meter single-story facility with boat storage areas, briefing/training room, office space, storage rooms, fuel storage areas, among others.

The Repair and Upgrade Small Boat Jetty project involves repairing and upgrading an existing 36 m long deteriorated small boat jetty by replacing mooring hardware, access ladders, installing berthing systems and LED lights.

Place of Performance
The construction projects will be performed at Lombrum Naval Base on Los Negros Island near Manus Island in Papua New Guinea.
