General Information

The solicitation is anticipated to be issued around early April 2025.

A site visit is anticipated around mid late April 2025.

The contract is anticipated to be awarded in early- mid June 2025. All dates are tentative and for planning purposes only.

The resulting contract shall be a Firm Fixed priced construction contract.

The solicitation shall be competitive Small Business Set-Aside.

The solicitation will be a Request for Proposal (RFP).

The magnitude of construction is more than $10,000,000.

General Scope (see Attachment 1_Draft SOW for additional details)- The project scope includes the construction, and commissioning, of a new greenhouse and link, supported from the existing Head House, including new plumbing, mechanical, and electrical services at the USDA Sugarcane Research site 501 Bull Run Road, Schriever (Houma), LA.

Background
The U.S. Department of Agriculture, Agricultural Research Service (USDA, ARS) is issuing a pre-solicitation notice for the construction of a new greenhouse facility at the Sugarcane Research site in Schriever (Houma), LA.

The goal of this contract is to support ongoing sugarcane research and development, particularly in breeding and entomology, by replacing hurricane-damaged facilities and expanding research capabilities.

The anticipated contract will be a Firm Fixed Price construction contract set aside for small businesses, with a magnitude exceeding $10 million.

Work Details
The project involves the construction and commissioning of approximately 17,000 gross square feet of new greenhouse facilities.

Key tasks include:
- Construction of two greenhouses: one large greenhouse (approx. 200' x 76') for sugarcane research and one smaller greenhouse (approx. 27'6" x 31'6") for entomology research.
- A connecting corridor linking the two greenhouses to the existing Head House.
- New plumbing, mechanical, and electrical services to support the greenhouses.
- Earthwork to grade the site and extend an existing road.
- Paving of the extended road and installation of a sliding entrance gate with controls at Bull Run Road.
- All work must comply with local, state, and federal codes as well as ARS Facilities and Design Standards (P&P 242.1) and ARS Design Manual DM 4620-002.

Contractors are responsible for obtaining all necessary permits and maintaining safety on-site.

Period of Performance
The anticipated period of performance includes contractor mobilization within one month after award in June 2025, followed by a construction duration of approximately 12 months.

Place of Performance
The construction projects will be performed at the USDA Sugarcane Research site located at 501 Bull Run Road, Schriever (Houma), Louisiana.
