Description

DESCRIPTION: The U.S. Army Corps of Engineers (USACE) Louisville District intends to issue an Invitation for Bid (IFB) W912QR-16-B-0004 for the Construction of 14 River Dikes for Olmsted Locks and Dam, Olmsted, IL.
The construction of the river dikes will be typical dike construction to include sand and rock. It will be determined if a core will be required for any of the dikes. The dikes will have an overall length of 700-1,200 feet with approximately 600-1,000 feet in the river and approximately 50-200 feet on the land. The elevation of the dikes will vary depending on their function (i.e., navigation, sediment, etc.) Of the 14 dikes, seven will be located on the Illinois side and seven will be located on the Kentucky side. The dikes will be constructed between 1,200 feet and 2,500 feet upstream and 500 feet to 2,000 feet downstream. The dikes will be positioned within the Olmsted Locks and Dams approach point.

The Contract Duration is 1,825 days to include one two (2) year base with three (3) one (1) year option periods.

TYPE OF CONTRACT AND NAICS: This IFB will be for one (1) Firm-Fixed-Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) Single Award Task Order Contract. The North American Industrial Classification System Code (NAICS) for this effort is 237990 - Other Heavy and Civil Engineering Construction.

TYPE OF SET-ASIDE: This acquisition will be a Full and Open Procurement.

SELECTION PROCESS: Bids will be evaluated using FAR part 14 procedures, Sealed Bidding. An award will be made based on low price. A SEED task order will be issued with the solicitation once it has been released.

CONSTRUCTION MAGNITUDE: The magnitude of this construction project is anticipated to be between $25,000,000 and $100,000,000, in accordance with FARS 36.204.

ANTICIPATED SOLICITATION RELEASE DATE: The Government anticipates releasing the solicitation on or about 17 June 2016 and an approximate closing date on or about 18 July 2016. Additional details can be found in the solicitation when it is posted to http://www.fbo.gov.

SOLICITATION WEBSITE: The official solicitation, when posted, will be available free of charge by electronic posting only and may be found at Federal Business Opportunities website, http://www.fbo.gov. Paper copies of the solicitation will not be issued. Telephone and Fax requests for this solicitation will not be honored. Project files are Portable Document Format (PDF) files and can be viewed, navigated, or printed using Adobe Acrobat Reader. To download the solicitation for this project, contractors are required to register at the Federal Business Opportunities website at http://www.fbo.gov. Amendments, if/when issued, will be posted to the above referenced website for electronic downloading. This will be the only method of distributing amendments prior to closing; therefore, it is the Offerors responsibility to check the website periodically for any amendments to the solicitation.

Offerors shall have and shall maintain an active registration in the following database:

System for Award Management (SAM): Offerors shall have and shall maintain an active registration in the SAM database at http://www.sam.gov to be eligible for a Government contract award. If the Offeror is a Joint Venture (JV), the JV entity shall have valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award an Offeror is not actively and successfully registered in the SAM database, the Government reserves the right to award to the next prospective Offeror.
