Consolidation Memo - Nashville NC Grounds Maintenance, Headstone/Marker and Interment Services -- S208

Background
The Department of Veterans Affairs National Cemetery Administration (NCA) plans to solicit offers for grounds maintenance, headstone/marker, and interment services for the Nashville National Cemetery. The agency has conducted market research that demonstrates consolidation of this procurement to be both necessary and justified. The contract will be a firm-fixed price indefinite delivery, indefinite quantity (IDIQ) contract for one base year and four one-year options. The requirement is planned to be competed as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). The independent government cost estimate (IGCE) for all five years is XXXXXXXXXXX.

Work Details
The contractor will be responsible for services including but not limited to mowing, trimming, edging, power washing, tree & shrub pruning, grave excavation & backfilling, and sunken grave repairs. The contract will involve consolidation of grounds maintenance, headstone/marker maintenance, and interment services into one requirement. Consolidating these three requirements would provide a continued presence of contractor staff on-site for multiple days each week. Coordination between the three contracts would require intrusive oversight and coordination if separated. Having one solicitation and award will save manpower hours for the Government. Therefore, the CO believes awarding a single IDIQ for all three services is critical to the agency’s mission success.

Period of Performance
The contract will have a period of performance consisting of one base year and four one-year options.

The contract will be performed at Nashville National Cemetery located at 1420 Gallatin Pike S, Madison, TN 37115.
