This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number is CT2307-21 and this solicitation is issued as a Request For Proposals (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2021-05 dated 03/10/2021. The North American Industry Classification System code is 313210-Broadwoven Fabric Mills. This requirement is 100% set-aside for small business; small business size standard for this solicitation is 1,000 employees. UNICOR, Federal Prison Industries, Inc., intends to enter into a one (1) year base period with four (4) one-year options if exercised, firm-fixed-price, requirements contract for the following commercial item(s): Fabric, cotton/polyester twill and cotton/polyester poplin, khaki and various other colors for use in the manufacture of clothing to be worn by inmates. The finished goods are for sale to the Federal Bureau of Prisons.

ALL ITEMS WILL BE AWARDED TO ONE OFFEROR. FAILURE TO SUBMIT AN OFFER ON ALL ITEMS MAY PREVENT AN OFFER FROM BEING CONSIDERED FOR AWARD.

Price evaluation will be based on the sum of the total extended price of the line items.

REQUIREMENT IS 100% U.S.A DOMESTIC ONLY. ALL COMPONENTS MUST BE DOMESTIC. NO FOREUGN MADE MATERIALS ARE ACCEPTABLE.

The fabrics, both the cotton/poly poplin and the cotton/poly twill should be dyed using the vat dyeing process. The fabric construction is finished fabric. The washing color fastness should be the industry standard for this type of fabric.
