Description

The Naval Research Laboratory is searching for potential sources that are capable of meeting the requirement described in the attached draft statement of work (SOW) and draft Personnel Qualifications. Please reference attached documents.

Performance requirements include advanced research and development for scientific, technical and engineering efforts associated with the development and integration of the C4ISR System for NRL's Space Systems Development Department (SSDD). The performance required under this action is Government specific and includes non-commercial development, integration and support of developmental responsibilities across the entire space/ground spectrum of hardware, software and advanced technologies including digital processing and control analog systems, power, communications, command and telemetry, radio frequency, optical, payload and electromechanical systems, as well as systems engineering.

Background
The Naval Research Laboratory (NRL) is seeking potential sources capable of fulfilling requirements outlined in the draft statement of work (SOW) for advanced research and development related to Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems.

The NRL's Space Systems Development Department (SSDD) is responsible for the development and integration of space and ground support systems to assist Naval Missions.

Work Details
The contractor will provide personnel to perform Systems Engineering Research and Development for SSDD. Key tasks include:

- Developing and implementing a program management plan for systems engineering, integration, test and evaluation.
- Assisting in technical direction and management of R&D programs.
- Performing configuration management.
- Providing financial monitoring of subcontracts.
- Generating monthly and quarterly status reports.
- Conducting technical reviews and audits.
- Managing configuration control of documents.
- Developing system architecture concepts.
- Performing analyses of alternatives.
- Conducting program reviews including Systems Requirement Review (SRR), System Design Review (SDR), Critical Design Review (CDR), etc.
- Providing algorithm and software development.
- Analyzing system functionality and performance.
- Coordinating with government agencies for cloud technology integration.
