The U.S. Army Corps of Engineers, Wilmington District requires a contract to provide dredging, transporting, placing, planting and shaping beach fill and performing all pre and post construction beach surveys. The borrow area for Carolina Beach and Kure Beach is located at the Kure Beach Borrow Area B. The estimated beach fill quantities for Carolina Beach is 1,200,000 CY. The estimated beach fill quantities for Kure Beach is 700,000 CY. All beach work will not begin until 16 November and must be completed by 30 April. Dredging with hopper dredges will be limited to the period of 01 December through 15 April.

This solicitation is unrestricted.

The contract issued will be Firm Fixed Price.

The Magnitude of Construction of this project is between $10,000,000.00 and $25,000,000.00.

The bid opening date will be specified in the solicitation when it is issued. No additional media (CD-ROM, floppy disks, facsimiles, etc.) will be provided. Paper copies of this solicitation will not be available. Other methods of requesting a package will not be honored.

The North American Industry Classification System (NAICS) code is 237990 Other Heavy and Civil Engineering Construction and the size standard is $37,000,000.00.

Offerors must be registered in the System for Award Management (SAM) in order to be eligible to receive an award from any Government solicitation. After completing SAM, in order to download documents contractors and their subcontractors must register at www.sam.gov. Background
The U.S. Army Corps of Engineers, Wilmington District is issuing this contract for Coastal Storm Risk Management (CSRM) Maintenance Dredging at Carolina Beach and Kure Beach. The goal of the contract is to provide dredging, transporting, placing, planting, and shaping beach fill, along with conducting all pre and post construction beach surveys.

The borrow area for the project is located at Kure Beach Borrow Area B. The estimated quantities for beach fill are 1,200,000 cubic yards for Carolina Beach and 700,000 cubic yards for Kure Beach. This solicitation is unrestricted and will be a Firm Fixed Price contract with a magnitude of construction between $10,000,000.00 and $25,000,000.00.

Work Details
The contractor will perform the following tasks:
- Mobilization & Demobilization
- Beach Fill placement (800,000 CY at Carolina Beach and 757,000 CY at Kure Beach)
- Plantings (1 Acre at Carolina Beach and 2 Acres at Kure Beach)
- Stormwater Pipe Extensions (105 LF of 15" HDPE; 540 LF of 18" HDPE; 440 LF of 24" HDPE; 415 LF of 30" HDPE; and 35 LF of 36" HDPE)
- Performance & Payment Bonds
- Optional beach tilling (31 Acres each at Carolina Beach and Kure Beach).

All quantities are estimated based on plans and specifications.

Period of Performance
Work is anticipated to commence on November 16, 2024, with completion required by April 30, 2025. Dredging activities using hopper dredges are limited to the period from December 1 through April 15.

Carolina Beach and Kure Beach, North Carolina.
