The Office of the Secretary intends to award a sole source Blanket Purchase Agreement (BPA) for the Bureau of Economic Analysis to Martin Fleming: 264 Grandview Avenue, Glen Ellyn, IL 60137, for a series of interviews with scholars working in economic statistics measurement and with practitioners engaged in software development and measurement. For each set of interviews, an interview guide will be prepared and a summary with the most important insights will be developed. In addition, relevant insights from the existing economic statistics measurement literature will be included. The North American Industry Classification System Code (NAICS) is 541910- Marketing Research and Public Opinion Polling. Martin Fleming is the only responsible source known to provide the Income and Consumption Statistics information, news and insights.

It is The Office of the Secretary intent that the proposed action may be awarded on a sole source Firm Fixed Price BPA with a 12-month Base Year plus four (4) one Year Option to Martin Fleming under the authority of Federal Acquisition Regulation (FAR) Subpart 13.5 Simplified Acquisition Procedures and 19.502-2 Total small business set-asides. All funds will be obligated under orders issued. The Government estimates, but does not guarantee, that orders issued under this BPA over the five (5) year term will not exceed $5 million.

Sole Source Justification

In accordance with FAR 6.302-1, Only One Responsible, Martin Fleming is the only subject matter expert (SME) who can provide the services needed.

This is not a solicitation, nor is a solicitation available. However, all interested organizations may submit their capability statements and qualifications which will be considered by The Office of the Secretary, BEA. Responses must be in writing and must be submitted electronically to Rosalyne Snow, Contract Specialist at rsnow@doc.gov by 8:00 AM EST on, October 11, 2020. Proposals must include pricing information. No late responses will be accepted.
