Request for Information (RFI)

The Department of Veterans Affairs (VA) is issuing this RFI in accordance with FAR 15.201(e). The agency does not intend to award a contract but rather gather information on capability, delivery and other market information pertinent for acquisition planning. The result of this market research will contribute to determining the method of procurement and identify parties having an interest in and the resources to support this requirement.

In accordance with Subchapter I of chapter 17 of title 38, United States Code, 1704A (add . Independent assessments of health care delivery systems and management processes requires any contractor that is awarded a contract under this bill to adhere to the following:

(d) PRIVATE SECTOR ENTITIES DESCRIBED. A private sector entity described in this subsection is a private entity that

(1) has experience and proven outcomes in optimizing the performance of national health care delivery systems, including the Veterans Health Administration, other federal health care systems, and systems in the private, non-profit, or public health care sector;

(2) specializes in implementing large-scale organizational and cultural transformations, especially with respect to health care delivery systems; and

(3) is not currently under contract with the Department to provide direct or indirect patient care or related clinical care services or supplies under the laws administered by the Secretary.

Required Outcome: The VA Secretary delivers to Congress an integrated independent assessment of the hospital care, medical services, and other health care furnished by VA as required by Section 194 of the Cleland-Dole Act, grounded in health care delivery science and reflective of health industry best practices, that supports a case for action to improve the health and well-being of Veterans.
