The purpose of this announcement is to provide Amendment 2 to Request for Proposal (RFP) 36C10X24R0070, which corrects the RFP Page 1, Block 8 date to 08-26-2024 to correlate with Block 20 of the same page.

All otther terms, conditions and provisions remain unchanged.

The Contractor, for this effort, shall provide Civil Treatment Virtual recurring training courses to be available to all VHA employees. Recurring training shall be hosted on a virtual, Contractor-hosted site to VHA Frontline Staff to promote a workplace of culture that values respect, inclusivity, and the unique and diverse differences of employees and Veterans. Civil Treatment training content shall be presented via courses to proactively prevent and mitigate all forms of discrimination, harassment, and retaliation, foster positive interactions, increase cultural competencies, and enhance communications. Contractor hosted On-line Instructor-Led Virtual Training shall serve as the platform with employees logging onto Government issued equipment or personal desktop/laptop via utilization of Personal Identity Verification (PIV) card.

The scope of this effort, at a minimum, includes:

  1. Developing a management plan for organizing structures, roles, responsibilities for training, hiring, and transitioning during on-boarding and off-boarding
  2. Developing an approach for submitting deliverables pertaining to Civil Treatment Training classes for VHA Employees
  3. Providing a plan on how Civil Treatment Training will be provided to leaders including groups for Attorneys level, HR Staff, General Employees and Train-the-Trainer in the subject matter
  4. Providing Civil Training via online, Contractor-Hosted Courses to varied audiences.
  5. Providing a registration method for students to attend courses and, upon completion of the courses, receive Continuous Learning Points Certificates for hours completed.
  6. Implementing a plan on how Train-the-Trainer would enable organization's instructors to become capable of knowledge sharing to teach Government Staffs following completion of Train-the-Trainer courses
  7. Developing and Introducing a staffing plan, to provide Online course work via Instructor-Led environment at the levels required within a Virtual platform

Background
The Department of Veterans Affairs (VA) Veterans’ Health Administration (VHA) is the largest integrated health care system in the United States, providing care at 1,298 health care facilities to over 9 million Veterans.

The VHA Office of Diversity, Equity, and Inclusion (ODEI) aims to create a workplace that supports diverse backgrounds and promotes inclusivity. This contract seeks to provide time-critical Civil Treatment training to VHA employees nationwide, equipping them with skills to foster a safe and inclusive workplace.

Work Details
The Contractor shall provide Civil Treatment Virtual recurring training courses for all VHA employees. The scope includes:

1. Developing a management plan for training organization and responsibilities.
2. Creating an approach for submitting deliverables related to Civil Treatment Training classes.
3. Planning how training will be provided to leaders including Attorneys, HR Staff, General Employees, and Train-the-Trainer groups.
4. Delivering Civil Training via online courses to varied audiences.
5. Implementing a registration method for students to attend courses and receive Continuous Learning Points Certificates upon completion.
6. Enabling Train-the-Trainer instructors to share knowledge with Government Staff post-training.
7. Developing a staffing plan for online coursework via an Instructor-Led environment.

Period of Performance
Base Period: September 30, 2024 - September 29, 2025; Option Periods: September 30, 2025 - September 29, 2026; September 30, 2026 - September 29, 2027; September 30, 2028 - September 29, 2029.

Place of Performance
Work will primarily be performed at the Contractor’s facilities and virtually.
