The purpose of this notice is to release a Draft Solicitation for industry review and comment for this requirement from 8(a) contractors with capabilities of administrating and managing specifically, engineer services, as outlined in the draft PWS. This draft solicitation does not constitute a solicitation or a promise of a solicitation in the future. This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements or arrangements. PROPOSALS ARE NOT SOLICITED UNDER THIS DRAFT SOLICITATION.

No entitlement or payment of direct or indirect costs or charges by the Government will arise as a result of submission of feedback to this Notice and the Government use of such information.

Background: PACAF Det 2/A4 intends on issuing a Solicitation utilizing DoD Source Selection Procedures to support Pacific-wide services available to primarily PACAF engineer units at all levels and secondarily open to sister services and other MAJCOMS performing operations in the theater.

The Government previously posted Sources Sought via SAM.gov for market research purposes. Previous related notices:

The Government anticipates that the requirement will be solicited as a competitive set-aside for 8(a) contractors under a Multiple Award Contract Indefinite Delivery Indefinite Quantity (MAC IDIQ) with 3 awardees under North American Industrial Classification System (NAICS) Code is 541611 Administrative Management and General Management Consulting Services, with a size standard of $24.5 million under Product Service Code (PSC)is R799, Support-Management: Other.

Purpose: To ensure this effort is executed in the most effective manner possible, The Government is seeking industry input by issuing a draft solicitation for prospective offerors' feedback, comments, recommendations, clarifications, and questions. The attached draft solicitation document and attachments may not be identical to the exact official solicitation document that the Government later posts; however, the attached documents are indicative of the anticipated official solicitation to be posted on or about 3rd Quarter 2025.

The draft solicitation is intended to provide an opportunity for expert industry feedback into the tentative design of the proposed effort and the supporting procurement. The Source Selection includes 14 Attachments:

Draft Solicitation Response Submission Instructions

In order to improve the final solicitation, The Government encourages industry to submit questions and comments regarding any and all contents of the draft solicitation documents by no later than Thursday May 8th, 2025, 2:00 PM Hawaii Standard Time. Questions and comments submitted after this date will be accepted, but may have less impact on the content of the final solicitation depending on where the acquisition team is at in the final solicitation development process.

Following receipt of your questions and comments on the draft solicitation documents, the Government intends on analyzing them and revising the associated documentation of the solicitation. Questions and comments submitted will not be answered.

As a special point of interest for the Government, it is requested that prospective offerors identify draft solicitation elements that you believe must change (and how) and draft solicitation elements that must stay the same in the final solicitation. Additionally, the Government is specifically interested in elements of the draft solicitation documents that prospective offerors believe require clarification in order to allow for sufficient responses in eventual proposals. However, the Government maintains complete authority and control over the content and any potential changes to the official solicitation.

Format of Responses: All questions/comments in response to the Draft Solicitation notice must be submitted by the deadline given above in Section 1, and must be submitted via email to 766ess.pkz.cespac@us.af.mil. All emails submitted in response to this notice must reference the Notice number

"RFQ ID:FA521525R0003" in the email subject line.

It is expected that interested parties will respond to this Draft Solicitation notice with specific questions/comments on specific elements of the Draft Solicitation documents. Proposals and/or Capabilities Statements are NOT being requested in response to this notice. Responses to this Draft Solicitation shall be submitted in the form of questions/comments on the Attachment 14 - Comment Resolution Matrix.

Background

This draft solicitation is for planning purposes only and does not commit the Government to any contractual agreements.

Work Details
The contractor will provide various engineering services as outlined in the draft Performance Work Statement (PWS). Key responsibilities include:

1. Quality Control Plan (QCP) - The contractor must describe its quality control methodology for meeting Task Order (TO) performance expectations and objectives, including validated processes for high-quality performance.

2. Program Management Review (PMR) - The contractor shall coordinate and schedule PMRs with the IDIQ government client annually, including TO-specific PMRs as required.

3. Financial and Budgetary Review - Annual meetings to address invoicing, contract closeout, and financial aspects of the contract.

4. Conflict of Interest Avoidance Plan - The contractor must submit an annual plan ensuring no conflicts arise from employing government personnel.

5. Security Clearances - Contractor personnel may require security clearances up to the SECRET level based on task order requirements.

Services will be performed primarily within the Pacific region.
