The U.S. Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Chief of Contracting Office (COCO) will host an Industry Day virtually via Microsoft Teams on Tuesday, August 15, 2023, from 11:00AM to 1:00PM EST.

The purpose of the event is to provide Industry an introduction to the Joint Collaborative Environment (JCE) Initiative. The JCE concept was initially put forward by the 2020 US Cyberspace Solarium Commission Report to propose a vision of an information-sharing environment for synthesizing and analyzing data around cybersecurity risks. JCE will provide industry an overview of the program, its developing requirements, and request feedback on the draft technical capabilities that will be posted prior to the industry day.

There will also be an opportunity for a question and answer period.

Briefing slides and draft technical capabilities will be posted approximately 2 days before the event.

Background

Work Details
The JCE Agenda includes Rules of Engagement and Disclaimer, JCE Program Overview, Draft Technical Capabilities Overview, Notional Timeline, Break, Q&A Open Session, and Closing Remarks.

The Rules of Engagement state that the information presented is for informational purposes only and does not constitute a pre-solicitation notice or an invitation for bid. The disclaimer emphasizes that this Industry Day Notice is not a Request for Proposal (RFP) or an invitation for bid and is not a commitment by the Government to make an award based on this event.

The JCE Program Overview provides detailed information about the Joint Collaborative Environment, its definition, common operating ecosystem, strategic approach, goals toward FY25, and data integration and analysis capabilities. Additionally, there is a Draft Technical Capabilities Overview which seeks feedback from industry on efficient platforms for querying geographically dispersed data sets, strategies for bringing filtered and processed data into a single environment with granular access control, and communication with various government entities and industry to receive as well as share data and findings.

Period of Performance
The Industry Day is scheduled for August 15, 2023. The Draft Technical Capabilities Questions and Answers are expected to be available by August 30, 2023. A Request for Information is anticipated to be issued in October 2023.
