The National Park Service (NPS) at Channel Islands National Park (CHIS), has a requirement for septic system pumping services at two locations on Santa Cruz Island. The Contractor shall be responsible for pumping, transport, and disposal of waste removed from island septic systems. The NPS anticipates award of a firm-fixed-price contract for a base year and four option years. See Attachment 1, Statement of Work for a detailed description.
Background
The National Park Service (NPS) at Channel Islands National Park (CHIS) has a requirement for septic system pumping services at two locations on Santa Cruz Island. The goal of the contract is to ensure proper waste management through the pumping, transport, and disposal of waste removed from island septic systems.

The NPS anticipates awarding a firm-fixed-price contract for a base year and four option years.

Work Details
The contractor will be responsible for the following tasks:
1. Pumping and disposal of septic systems located at multiple sites on Santa Cruz Island, including two 750-gallon vaults at Prisoners Harbor and one 8,000-gallon septic tank along with eight vault toilets at Scorpion Anchorage.
2. The estimated requirement for pumping is between 5 to 8 times per year, with an annual removal of approximately 18,000 to 28,800 gallons of septic waste. The specific number and sequence of pumping trips will be determined by the NPS Contracting Officer's Representative (COR) based on usage patterns throughout the year.
3. Transportation of the contractor's truck and personnel will be provided by the NPS via vessel from Ventura Harbor to Santa Cruz Island at no cost to the contractor.
4. The contractor’s pumper truck must have a minimum capacity of 3,600 gallons and must meet specific operational standards including being able to drive on rocky and sandy beaches. Equipment must be maintained in full working order and cleaned prior to transport to prevent contamination.

Period of Performance
The period of performance for this contract is from April 1, 2025, to March 31, 2030.

Place of Performance
The services will be performed at Channel Islands National Park, specifically on Santa Cruz Island.
