Description

The United States Coast Guard (USCG) is seeking information from potential offerors who are interested in, and capable of providing technical training and administrative support services for a firm fixed price for the Deployable Specialized Forces' (DSF) Chemical, Biological, Radiological, and Nuclear (CBRN) Technician course. The purpose of the course is to provide the skills and knowledge required to prepare National Strike Force (NSF) and Maritime Security Response Team (MSRT) CBRN personnel with a specialist perspective in both maritime/land-based locations for response to a CBRN/Weapons of Mass Destruction incident at the Hazardous Material (HAZMAT) Technician level.

This course will prepare qualified individuals to achieve a Pro-board certification as HAZMAT Awareness, Operations, and Technician level responders. Details of the course shall meet the 29 CFR 1910.120(q) (6) safety standards and the standards found in NFPA 470 (series). Training will require hands-on practical exercises utilizing the responders' knowledge and skills in identifying, detecting, categorizing, and neutralizing hazardous substances. This course shall provide the necessary standard that DSF requires to deploy to an incident together and administer practical evaluation of the operational procedures to meet the training requirements. The USCG is expected to hold three to four courses, the maximum 72 trainee quotas annually; the first course will take place in August 2024.

This RFI seeks information of potential offerors that have the capacity to perform this required service, please provide the following information:
1) Tailored capability statements addressing the particulars of this effort, with appropriate documentation to support claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Along with an estimate time frame for the development and completion of required course curriculum outlined in the SOW.
2) The capability statements shall address, at a minimum, the following items:
a. Can or has your company managed a similar task of this nature? If so, please provide details to include past performance reports and/or assessments
b. How long will it take to develop the course curriculum?
c. What type of work has your company performed in the past in support of the same or similar requirement?
d. What specific technical skills does your company possess which ensure capability to perform the tasks?
3) What is your company's size and socio-economic status?

Background

Work Details
The USCG DSF requires contractor technical and administrative support services for a firm fixed price for DSF’s CBRN Technician Course. Training will require hands-on practical exercises utilizing the responder’s knowledge and skills in identifying, detecting, categorizing, and neutralizing hazardous substances. This course will allow qualified individuals to a Pro-board certification as HAZMAT Awareness, Operations, and Technician level responders.
Details of the course shall include the 29 CFR 1910.120(q) (6) and the standards found in NFPA 470 (series). These standards and certifications will develop while retaining the skills for future response members to stay all hazard responder anytime and anywhere capable.

Period of Performance
The Period of Performance (PoP) is estimated to begin in the late spring of 2024. To include one (1) 12-month base, and four (4) 12-month options/ordering periods.

Place of Performance
The primary place of performance will be at the three National Strike Force Strike Teams (NSFSTs) where the trainings shall take place with one course rotating annually between MSRT East and West. The Government will provide all classroom facilities. There will be one convening per location. The locations of the units are: Atlantic Strike Team: Fort Dix, New Jersey; Gulf Strike Team: Mobile, Alabama; Pacific Strike Team: Novato, California; MSRT East: Chesapeake, VA; MSRT West: San Diego, CA.
