Program Executive Office (PEO) Aviation Project Management Office (PMO) Cargo Helicopters (CH) has a requirement to mitigate and manage obsolescence of the CH-47 aircraft. The work to be performed includes design, engineer, reverse engineer, prototype, generate Modification Work Orders (MWOs) (validation and verification), create technical data packages, fabricate items, experiment, conduct concept/studies exploration, testing and qualification, and program management of any associated logistics sustainment for new equipment storage support, training, equipment systems or similar capabilities as required as related to obsolete items on the CH-47.

ACQUISITION APPROACH: The Government anticipates an 8(a) sole source small business set aside contracting vehicle. This vehicle will be utilized for obsolescence services pursuant to Federal Acquisition Regulation (FAR) Part 15. The Government will make the award on basis of the 8(a) direct award program. The Government anticipates a hybrid firm fixed price (FFP) and cost reimbursable IDIQ contract for a 12-month base period with four (4) 12-month option periods, a total period of performance of 60 months.

ESTIMATED DOLLAR VALUE: IDIQ contract will be approximately $25,000,000.00.

Background
The Program Executive Office (PEO) Aviation Project Management Office (PMO) Cargo Helicopters (CH) is seeking to mitigate and manage obsolescence of the CH-47 aircraft. This initiative aims to ensure that the supported Weapon System readiness and capabilities exceed that of potential adversaries, maintaining fleet operational readiness. The contract will utilize an 8(a) sole source small business set aside contracting vehicle, with an estimated value of approximately $25 million.

Work Details
The contractor will perform a variety of tasks including: design, engineering, reverse engineering, prototyping, generating Modification Work Orders (MWOs), creating technical data packages, fabricating items, conducting experiments, exploring concepts/studies, testing and qualification, and managing logistics sustainment for new equipment storage support and training related to obsolete items on the CH-47.

Specific tasks include:
1. Engineering Design: Researching and developing design concepts for new systems or upgrades; providing all necessary labor and materials.
2. Technical Reviews: Conducting reviews to evaluate progress and obtain Government approval.
3. System Integration: Integrating systems into existing frameworks based on modification requirements.
4. Fabrication: Providing labor and materials for hardware fabrication including mechanical systems, electrical systems, and advanced composites.
5. Software Development: Planning and developing software products compatible with existing systems.
6. Testing: Performing qualification testing in accordance with approved procedures.
7. Airworthiness Certification: Supporting airworthiness release requirements for components developed under this contract.

Period of Performance
The total period of performance is anticipated to be 60 months, consisting of a 12-month base period followed by four 12-month option periods.

Place of Performance
All design, manufacturing warehousing, modification, and storage work is expected to be performed at the contractor's facilities unless otherwise designated by the Government.
