Background
The United States Coast Guard (USCG) is issuing this contract for the inspection and testing of the Fire Detection System on the USCGC STRATTON (WMSL 752). The goal of this contract is to ensure that the fire detection systems aboard the vessel are fully operational and compliant with safety standards, thereby enhancing the safety and operational readiness of Coast Guard vessels.

Work Details
The contractor is required to perform an inspection and test of the Fire Detection System as per the following specifications:

1. **General Requirements**: The contractor must conform to all requirements specified in Surface Forces Logistics Center Standard Specification 0000 (SFLC Std Spec 0000) during the performance of this contract.

2. **Materials**: The contractor must obtain all materials necessary for completing the job, except for government-furnished property.

3. **Testing Requirements**:
- Conduct inspections and tests as outlined in NFPA-72 (National Fire Alarm and Signaling Code).
- Provide a Qualified Technical Representative familiar with marine fire detection systems.
- Develop a test plan in consultation with the Tech Rep, including annually required tests from NFPA 72.

4. **Required Testing Tools**: The contractor must provide specific testing equipment including:
- Testfire: multi-stimulus detector tester.
- Salwico Solo 330: smoke detector tester.
- Salwico Solo 461: heat detector tester.
- Additional tools for testing flame detectors and UV detectors.

5. **Fire Alarm System Testing**: Perform a 100% test on all field devices listed in system drawings, including:
- Test and visual inspection of panel functionality, battery charger, smoke detectors, heat detectors, and alarms.
- Replace sealed lead acid batteries as needed.

6. **Operational Test**: After repairs, witness an operational test conducted by Coast Guard personnel to ensure all devices are functioning properly.

Period of Performance
The period of performance for this work starts on January 27, 2025, and ends on January 31, 2025.

Place of Performance
The work will be performed at Coast Guard Base Alameda, CA 94501 while the USCGC STRATTON is alongside the pier.
